Rutland County Council is to review litter bins to cut costs

Rutland County Council is to review litter bins to cut costs.

Oakham Town Council may have agreed to purchase a litter bin, and sited it near to a high street bus stop.

Rutland County Council has said it can not adopt the bin as it can not afford to get it emptied and it is also planning  a reduction of current litter bins.

I wonder how if you employ a person to sweep the pavement does it cost more or less to empty a litter bin?

Can I suggest Rutland County Council start looking at cuts that would effect those in high places.

For example the private hire of  a car and driver for the Chairman of the Council.

It does not surprise me this application was turned down. This council can't see past its own snout.

A member of the public asked me a simple question , I could not answer it because I had not attended the meeting. I asked Conservative Councillor and deputy leader Terry King the simple question.

He refused to answer my simple question and proceeded to engage in a long series of emails personally attacking me. Just the sort of behaviour one would expect from a senior Rutland County Councillor?

Because I was getting know where with Councillor Terry King I asked Rutland County Council the same question using FOI and received a response.

You will notice the question was answered. I am also publishing Mr Kings the first two responses to my simple question.

I question is Conservative Councillor Terry King fit to carry out his job as deputy leader of  Rutland County Council?

Midlands Solicitor suspended

I require a little more information about a Rutland man, a solicitor who enjoys golf and no longer appears on the Law Society List.

THE HIGH Court has suspended from practising and frozen the accounts of a midlands solicitor after being informed that a Law Society committee had formed the opinion that he is guilty of dishonesty and misconduct.
The court heard that the Law Society’s complaints and client relations committee, which considers complaints against solicitors, came to that opinion arising out of the solicitor’s alleged “systemic practice” of failing to use money received from the sale of properties to discharge mortgages affecting the properties.

Oakham High Street, Litter Bin, Oakham Town Council, Rutland County Council

Trader nearby bus stops in Oakham High Street have raised concerns about litter discarded by people awaiting buses and Taxis outside their shops.

I approached Rutland County Council and asked if they could supply a bin. I received a response we don't have any money and we clear up the litter once each day and the presence of their enforcement officers would help deter littering? The cost of a bin is a little less than the amount RCC spends on catering at one of its many civic receptions.


Oakham Town Council members will be asked to consider if the Town Council can afford to purchase a bin,
attach it to one of these posts and then ask RCC to adopt it.

Complaint in relation to Ms H Briggs Officer, Rutland County Council, The Electoral Commission

Finally got around to writing a reply to my complaint.

I their reply they suggest they have no powers to act and the complaints are a matter for the court.

As Oakham police appear to have not idea in how to deal with election laws this is unlikely to ever reach the courts.

I would suggest the reason for lack of action by Leicestershire Constabulary to investigate any election complaints made by myself and other members of the public, shows a clear example of the cosy relationship Inspector Monks enjoys with Rutland County Council.

The police have taken no action regarding the letter I handed in some weeks ago that clearly link them or the council to illegal acts during the election. I am told the letters are still sitting gathering dust in evidence bags in PS Fosters in tray at Oakham Police station.

The Electoral Commission says it has a set of performance standards by which they access the performance of Electoral Registration Officers and Returning Officer. The various complaints will be taken into consideration when they next collect information in relation to Returning Officers and their performance. This I hope will also include the lack of performance shown by Mrs Briggs. I still can't understand why she felt she could take a holiday in the middle of a election period. Of course her deputy did a sterling job during her absence.

The Commission also states they have written to #### #### as they complained the Commission about the election count for the Oakham South West Ward.

Rutland County Council withheld important details about document from Planning Inspector.

The Jeakins Weir public enquiry has been adjourned so all parties could receive a document, A report relating to Rutland County Councils Core Strategy.

The planning inspector was told this report was not available at the start of the hearing this Tuesday.

On Wednesday it became evident Rutland County Council was sitting on this report. Rutland County Council had received the report on Monday.

The planning inspector asked had the Chief Executive received the report and had she been in receipt of the report since Monday. The Council responded yes. The Councils QC appeared to be embarrassed by the situation. Not surprising as this information had been presented to the Planning Inspector by Jeakins Weir and not Rutland Council.
The Councils QC clearly stated a number of times he was not aware of the matter and he could assure all parties. he had not seen the document and would not be looking at it that day.

I am not surprised this has occurred, it is something I have become to expect from Rutland County Council.

On the last day of the hearing Jeakins Weir requested to see a document relating to a matter between the Council and Tresham. (Waitrose) After the hearing was adjourned it was clear Mrs Baker a planning officer from Rutland County Council did not want Jeakins Weir to see this document in its present context. She discussed this with the Councils QC publicly and he requested she passed it to him first so he could check for damaging content.

It has always been very clear to me this Council headed by a very incompetent Chief Executive, does not play fair and the councils underhand tactics don't work  People and organisations who conduct their selves in this way always come unstuck in the end.

There was also an issue relating to the conduct of the Councils Highways Department, which forced Jeakins Weir to issue a warning of possible action against them.

I do hope the behaviour of the Council does not allow for this application to be approved.

Two formal political groups have been set up with Rutland County Council.
Sixteen Conservative councillors are to form one of them - with two Lib Dems in the other.
While councillors have had political allegiances in past there have been no formal groups.

Barleythorpe Hall can be found  in Barleythorpe village in the county of Rutland in the East Midlands of England. It is located about a mile (1.6 km) north-west of Oakham. As you can see the hall is in a sorry state. A shameful state of neglect the responsibility of Conservative County Council. This is a public asset and is left to fall into a disgraceful condition. Conservative Councillor King told the Rutland Times I can not see any reason why this building can not be demolished. I see many reasons the building has a historic past and I am told it contain a fine wooden stair case, unless that ha been stolen like the lead and the stone from the garden.
Barleythorpe Hall was a home of Lord Lonsdale, He was known as the Yellow Earl for his penchant for the colour. He was a founder and first president of the Automobile Association (AA) which adopted his livery. and later an elderly person's home (until 2006). Alongside is the training and conference centre of EEF East Midlands and Mid-Anglia. soon to close. The Council says it wants to attract tourists, do tourists come to visit housing developments?

Appeal Hearing Jeakins Weir v Rutland County Council Final Day

Today was the last day of the hearing by the Inspector Mary O'Rourke BA(Hons) DipTP MRTPI, the hearing has been adjourned, no decision will be made for sometime as to whether the land to the west of Uppingham Road will be built on by Jeakins Weir.

The public made a special effort to trek all the way to Barleythorpe to show their objections today. I believe if the venue had been in town a lot more people would have attended.

Oakham Action spoke this morning with passion to protect the remainder of Oakham's Countryside, some like myself were subjected to the privilege of cross examination from Jeakin Weir ‘s QC Mr Jerry Cahill, quite an expert and well known at the court of appeal. I came way from the table rather relieved and told some residents I was dreading being cross examined by Mr Cahill only realising rather a little late I was saying this in the presence of his good wife.

Finishing of questioning Mr Taylor owner of Cavells, Mr Cahill said he will be pleased to be leaving Oakham, as his wife had enjoyed many shop trips to his outlet this week. He also told the hearing the last time he had visited Oakham was 40 years ago playing rugby against Oakham School. I did not ask Mrs Cahill if she was wearing the purchases today, she did look rather pretty.

I did not know what to expect when I attended my first public enquiry.

I found the inspector was very accommodating and responded well to the public's needs and appeared to conduct a lengthy and fair hearing.

There will be a one day final hearing on Monday 11th July at the Council Offices 11.00am

She notified all, she had taken dinner at a very nice little Italian restaurant in Oakham and whilst she was there Jeakins Weir ‘s QC Mr Jerry Cahill also arrived and other people connected to the hearing. She felt is should be noted they all sat in different parts of a very busy restaurant, everyone agreed the food was very good. A good endorsement for Oliveto.

Today Jeakins Weir finished presenting their evidence.

During cross examination of a witness the public laughed. QC Cahill made the following request: The public should not laugh at his witness's.
I am not sure the public were laughing at his witness, the laughter was more likely to have been prompted by a comment made by the councils QC when he said he could almost hear the cat squeal as the witness was trying to shove it back into its bag.

I noticed QC Cahill uses a port box as a desk tidy and this reminded me of the last few times I had enjoyed a good glass of port in better surroundings, like Stapleford Hall and the Reform Club.

Later in the afternoon there were a few more sniggers as a expert for Jeakins Weir said he did not feel the build of 100 homes was an expansion of Oakham.

Leicestershire Constabulary who had originally objected to the plan, retracted there objection after Jeakins Weir agreed an amendment to the 106 payments agreement.

Appeal Hearing Jeakins Weir v Rutland County Council

This morning was the first day of the hearing by the Inspector, who will decide whether the land to the west of Uppingham Road Oakham will be built on.

Today there were introductions from of all parties i.e. Jeakins Weir ‘s QC Mr Jerry Cahill, Rutland CC’s QC  Mr Brian Ash and Oakham Action’s QC Mr Satnam Choong.
 
Over the next couple of days they will be presenting their evidence and witnesses and questioning other parties’ witnesses.   

The Inspector has the chance to pose questions and clarify answers as the hearing goes along. 

Today the Rutland County Council presented their case and called witnesses mainly on the subject of the 5 year housing supply and the other reasons why the Full Council  had indicated that they would refuse planning consent.

Wednesday morning at 10 a.m. the Oakham Action case will be presented, both on the housing supply question, and more importantly on the Landscape Visual Impact.

In the time which is left on Wednesday,  Mr Cahill will commence the Jeakins Weir case, which will be sure to go on into Thursday.

On Friday morning members of the public who have requested it, will have a chance to speak and then there will be a short summing up.

If you wish to attend please ensure you are there before the time as the Inspector is very prompt.  

In the afternoon it can start before 2 pm if the morning session stops before 1 pm.   There is a 1 hour break !  The outside door is closed when the session starts,  so please be there early.  The session closes between 4.30 and 5.00.

You can leave earlier if you wish.

New Rutland County Council Election Chairman Mr Baines  and Leader Mr Beggy

Rutland County Council met last night to elect a Chairman, Leader and other key positions for the 2011/12 council year.

Although there was not much change, there is one big change the rest of the council is stuck with these people for a full four years rather. The old council decided to do away with the normal one year terms and opted out of creating a Rutland Mayor, which I think would have been good for the county.


On Election Counting day Rog Beggy could be heard on BBC Radio Leicester, speaking nonsense once more stating the council was non political....


That's why all the positions that receive a fat allowance and expenses go to the Conservatives once again.

Councillor Edward Baines (Conservative) was elected to serve a 3rd year as Chairman. 
Councillor Chris Parsons (Conservative) is Vice-Chair.
Councillor Roger Begy (Conservative) was elected as the Leader of the Council for the next four years. 
Councillor Terry King (Conservative) is Deputy Leader.

The other four members of Cabinet (in addition to the Leader and Deputy Leader) were announced and they are Councillor Bool (Conservative), Councillor Emmett (Conservative), Councillor Plews (Conservative) and Councillor Pocock (Conservative).

The specific areas of responsibility for Cabinet members will be announced after their first meeting.

Scrutiny Chairs were also decided and are as follows:
  • Councillor Chris Parsons (Conservative) - Adult Social Services, Health and Housing Scrutiny Panel
  • Councillor Gale Waller (Liberal Democrat) - Children and Young People’s Services Scrutiny Panel
  • Councillor Jeff Dale (Independent) - Community Services Scrutiny Panel
  • Councillor Barrie Roper (Conservative) – Corporate Services Scrutiny Panel - also Chair of Scrutiny Commission

Development Control and Licensing Committee
The Chairman of the Development Control and Licensing Committee (DC&L) is Charlotte Vernon (Conservative).  Vice-Chair is Edward Baines (Conservative).

BIG CATS REALLY DO EXIST - RIGHT HERE IN RUTLAND!

This weekend Rutland Falconry and Owl Centre. are allowing a limited number of members of the public to view their collection of rare cats,

The Amur Leopard (Panthera pardus orientalis) has been classified as critically endangered with a population of approximately only 35 left in the wild.

They are sparsely distributed across Russia, China and possibly, Korea and their population is still in decline threatened by increasing damage to their habitat by deforestation and excessive tree-logging.

They have four Amur leopards at the centre which have been rehomed from various locations around the United Kingdom.

It is their aim to raise funds for the plight of the wild Amur leopard through holding these open days.

Ticket holders will be guided around the enclosures and can find out more about these majestic creatures.

Oakham Town Council, Christmas Carol Concert Returns to Oakham Castle

Oakham Town Council Carol Concert is moving back Oakham Castle
For many years the Carol Concert has be held in the Parish Church.
All Saints Church,Oakham

The Mayor and Chairman Cllr Joyce Lucas has decided to return to the tradition that was ended
after asbestos was found in the castle some years ago and the concert venue had to be relocated
at short notice to the church.

The Castle has been booked for the Carol Concert on Thursday 15th December.

The Mayor has also brought back another tradition and will be reappointing a Chaplain the denomination of this chaplain is not currently known.

She has also ordered that bunting is put up for the Homecoming Parade for personnel from St. George's Barracks

Oakham Town Council has adopted the Heritage Trail leaflet after Oakham Town Partnership said they could no longer afford the printing cost.

Oakham Town Council has paid for 20,000 of the old style leaflet to be printed for this summers visitors a new leaflet will be produced for next year.

16,000 have been given to a distributor and the remaining remain at the Town Council Office.
