Sir,

You report that Helen Briggs CEO of Rutland County Council (“Rotten Boroughs” Eyes passim 1329 & 1332) appears to be so traumatised by three Rutland Anti-Corruption Group Councillors’ 22 FOI questions, since May 2011, that she has been authorised to complain to Leicestershire police and a slush fund of £90,000 put aside to seek an injunction to stop democratically elected Councillors asking future questions. Since the local papers merely print regurgitated Rutland County Council press releases would you mind asking:

Why has Rutland County Council’s CEO, Helen Briggs elected to be the Rutland Anti-Corruption Councillors’ “single point of contact” for all future questions? Is she a glutton for punishment? Does she enjoy being harassed? Or should she reconsider her position as Chief Executive and hand over to someone who understands democratic processes and that questions deserve answers, especially if asked by those elected to public office?

P.S. Without Private Eye these three Councillors, who do an excellent job in holding the recalcitrant and overly taciturn ruling party to account, would have been silenced. Alan Duncan MP received front page coverage in the local papers (17/18 January) when he castigated them and asked them to resign. He said he’d prefer to have Socialists elected instead! The only Socialist remains in the closet fearing to publicise his allegiance, he speaks against the Ruling Tories and almost always votes with them. The climate of secrecy is endemic in the gold fish bowl of Rutland. Thank you a thousand times.

Christine Emmett sits on Rutland County Council as Conservative, the controlling party.

During her short time as a County Councillor and senior cabinet member, Christine has witnessed the formation of the only other political group on the council. The Rutland Anti Corruption Party. Possible
the only council in England that has such a political group to take on the Tories.

then there was the tragic suicide of one of her senior council officers. No one can talk about or learn from  that. Health and Safety obligations of an employer spring to mind in that tragic case.

I was wondering do the people of Corby, really want to be represented by a person who can sits back
and watches all this going on around her?

No wonder she wants to stop "dipping her toes in the turbulent waters of Catmose" and head of to Westminster.

If I was her I would be wondering why? why was I second best for the Tories? Why did they leave the
selection to such a late time?

If we read all the commentary its seems she does not have a chance in Corby.

A former Leicester Mayor was the first to Tweet  5 4 3 2 1 adding she will be soon confined to the Dusty Bin of History.

Poor Christine it looks like her much dreamt about political journey will end in Corby.

After her disastrous defeat, I assume she will return to her unopposed  county seat, sitting comfortably next  to Roger, Terry and Gene...?

I wonder if she called upon Alan? to rescue her from the murky waters of RCC?

It is very difficult to communicate efficiently with a restrictive email policy is in place. Why does the Council insist on only communicating using GCSX connected computers? It only adds delay to the conversation.
GCSX is intended for the transmission of restricted information. This makes sense and is a good idea. However, to insist all communication uses GCSX seems paranoid and unnecessary when information in the public domain is being discussed.
Here is an example of the difficulty trying exchange thoughts with Cllr. King. I’ve just copied and pasted the text from my email. Enjoy.

Dear Cllr. King. You are the only person that has said that I have not answered a question. My record shows nothing outstanding so as I said last night, if you tell me which question you refer to I will answer it. You say it refers to a letter published in a newspaper, you will need to forward a copy of that letter please.
RAC group choose not to use the gcsx email system although I myself do come into Catmose to receive emails. That is our right and we believe we have good reason. Unless it is a sensitive Council subject there is no good reason why you or anyone else do no use our personal email address or send hard copy. I understand other councillors wishes are met. To get the fastest response to your question you should consider these options.

Nick Wainwright
Nick was educated at Burley Road Primary and Oakham School before gaining a degree in Construction Technology. He was a Client Project Manager on major international private and public sector projects throughout the world, in the field of technical security. In 1996 he was appointed by Her Majesty's Government as Project Manager to build the new British Embassy in Moscow, the largest project ever undertaken from the Foreign & Commonwealth Office. He has since acted as advisor to a number of foreign governments in relation to secure construction and the identification of security weaknesses in existing facilities.
He was elected to the County Council in 2007 as Conservative Councillor for the ward of Langham then in 2011 as an Independent. He believes strongly that national politics should not encroach on County decisions.
Nick is a governor of Catmose College and a Trustee of Oakham School.

Richard Gale
Born and educated in Oakham, Richard later attended agricultural College. Most of his working life has been spent in agriculture and construction. He lived in West Wales during the 70s and 80s were he owned a business manufacturing and erecting steel framed buildings. In addition he and his family ran a small farming enterprise.
Richard returned to Rutland and re-established and extended the farming business. It was due to a planning dispute with the LPA, which he eventually won, that he took an interest in Development Control. In 1995 he stood and was elected as an Independent Councillor. He continues in this role today.
As a Councillor he has sat on many working parties in connection with Health, Social Services and Housing. In the last twenty years Richard has spent a lot of time in the voluntary sector supporting the elderly, persons with learning disabilities and being a 'listening ear' to those people going through emotional problems.
Richard lost his wife through illness in the 90s. His three daughters and son live locally and are active members of the community.
