Rutland  County Council, Issue Blank Cheque, For officers to sue UKIP three for defamation.


For Rutland County there is only one way of doing it, the wrong way.

This evening Rutland County Council voted to indemnify officers to take legal action against three of its own members.

A member of the public asked six questions and gave a deputation taking the full 30 minutes

One question they asked how many officers were planning to sue. The council responded only one
the others may be to scared to speak out.

The issue of costs and bankruptcy of the council was raised, the council's monitoring officer Helen Edwards responded by pointing out the council has £8 million of public money in reserves. Apparently the council has debts of around £21 -£25 million.

Costs of legal action against UKIP councillors Gale, Wainwright and Richardson are estimated at £150,000. Concerns were raised by some councillors.

UKIP, Cllrs Richard Gale and Richardson attended the start of the meeting and walked out after ten minutes.
Cllr Wainwright did not turn up.

I wonder if any one will challenge the legality of this expenditure of public money, it most certainly is not value for money.

The meeting was chaired by the deputy chair Tory Edward Baines.

Rutland County Council, Barleythorpe Field, Question, Do As We Say

This is the second time in as many years, I have felt the need to ask a questions at a Rutland County Council meeting.

In a democratic and free county, that's no easy task.

It appears my question is approved once the council has changed it to suit them.

What I find very frustrating is Rutland County Councils and  Oakham Town Councils definition of
the meaning  of offensive.

It appears  it is offence or personal to mention Oakham Town Councils rejection to obtain the field
when I was a Cllr and suggested the Council might like to apply for a Lottery grant to  purchase the field. A point that is minuted.

The same goes for mentioning the Town Clerks love for benches and other street furniture, he fills the parks and play grounds of our town with.

Often we hear criticism of MP's and Ministers in The House of Commons.

What I can not understand is why even the slightest criticism of people who are either  councillors  or employed by authorities is seen as personal or offensive? Surely this is not democratic and  a suppression of freedom of expression?

However, it is suggested that the questions be reworded to avoid any risk of them being disallowed on the grounds of personal or offensive contents.  The wording proposed is set out below:-

Re: Barleythorpe Field cabinet recommendation.



As Rutland County Council does not yet know if Oakham Town Council will agree to the subletting to them of part of the field, should this matter not be deferred?



Could the Council ensure if the land is leased it is clearly defined as open land and not a park to be filled up with  benches or children's play equipment?



Speaking to dog walkers they all seem to think this area is an adult area and the only place in Oakham where adults can walk dogs and practise golf and other ball games.  Will this still be permitted considering the close proximity of proposed new homes?”

Are these two related?

Possibly?

Both run councils  in a dictatorial fashion.

Both could possibly be bullies.

Both have worked together at the same council.

Last year I made  three minor  complaints via e-mail to Oakham Town Council about their
staff.

Manners or lack of them and computer use.

The council claim it is impossible for computer usage data to be retrieved from their very basic
windows PC's. According to information and advice received from The Town Councils IT provider.
If this is true and its not, It does  not give a good impression of  Millennium Computer Services.

The police recently arrested a person who has committed various crimes against me and are currently
retrieving data from two computer to gain evidence to back up a taped interviewed confession.

Cllr  Dewis insists  it is the responsibility  of a complainant to provide evidence to back up complaints and
the council has no responsibility to investigate any complaint that is not backed up with evidence. It would  seem that ones word is not good enough for Cllr Dewis.

I suggest if you catch the clerk with a hangover when you call the town council by mistake and he rudely tells you its not the Town Council you want but RCC then record the call.

If you don't  you are likely to receive a long letter from Cllr Dewis.

"it could  be construed that you are on a 'fishing  expedition' seeking material for your blog"

Cllr Dewis clearing suffering from paranoia?

"I am not prepared to accept  uncorroborated allegations. You are apparently unable or unwilling to
support your accusations and therefore I will not progress this claim further."

I also recently  had to arrange for your emails to be 'spammed out' due to the offensive comments they contained  and advised that any future written correspondence form you will only be accepted by letter addressed to me. ....... I advice that any further complaints received from you will be returned without
action unless they are accompanied by evidence to support the claim you make.

Cllr Dewis surely would  fail to gain employment in customer service in any basic  organisation.

evidence? it looks like I have to restart recording face to face meetings I have with our wonderful  Town Council.

I visited a Tesco many years ago and member of staff was rude, I complained to Tesco, they did not bully me and demand evidence. They spoke to  the member of staff  and then wrote to me said they had investigated and they were sorry their member of staff was having a bad day.

Our councils are run by egotistic bullies who won't accept things can go wrong the slightest Criticism or complaint against about them must be stamped out, using any possible avenue.

The Town Council employ a Clerk who would even lie  to you if you asked him the time.

I am not sorry if the council find that sort of comment offensive.

I find the way I have been treated by this council over the  past 5 years and its supporter currently out on bail deeply offensive.

And the same is directed at the Tory Mob at Rutland County Council.

Cllr Dewis once said he enjoyed the politics of Rutland, Bullying, Homophobia and sexually depraved behaviour should have no place in Rutland Politics and as far as I am concerned it is not enjoyable!

The Anti Corruption Party at Rutland County Council

The Anti Corruption Party at Rutland County Council express many concerns about Rutland
County Councils Property and  Planning matters.

I once published a tale told on a Greetham doorstep, about a Councillor who attempted to
grab some land and had asked the person telling me the story to help, clearly not knowing
this person was related to his intended victim.

The Leader of Rutland County Council Roger Begy has a son who was a Solicitor, he
specialised in property. He and another person owned a law firm, BE LEGAL LLP

Both solicitors were involved in a serious court case, involving property here in the UK and 
Ireland, sadly for the legal profession they were struck off and BE Legal LLP was dissolved.

Usually Mr Beech keeps his bullying and intimidation cowardly private
but not today, enjoying the protection of Leicestershire Constabulary
he decided to bring his despicable conduct out into public. 
The Conservative Chairman of Rutland County Council  Cllr Parsons
was visible upset, when I showed him the photograph, He said "I am very upset, 
that is my wife beside Mr Beech" It is not Mrs Parsons fault she is married to 
a Tory so I agreed to hide her in this image, a pity as she has such a lovely smile.

Oakham Mayor Cllr  Alf Dewis Said "Mr Beech is not a dignitary any more and  I think this is the point I am meant to say no comment"'

Deputy Mayor Cllr Adam Lowe expressed his shock.

Various Army Officers pointed out "he is in uniform" one asked me "you're not going to publish it, we have a reputation to upkeep"

For far to long now, I have been bullied intimidated and subjected to malicious conduct by the likes of Mr Beech and local governance supported by Leicester Constabulary.

Mr Beeches conduct today is a betrayal of the fallen.

Self-styled local dignitary ex Oakham Town Council Mayor Paul Beech who claims to be a leading
"respectable" citizen of the county town of Rutland and  Regional Organiser of the Army Benevolent Fund, the Soldiers  Charity, saw fit to raise two rude fingers - complementing the gesture with colourful language, directed at the camera,
while dressed in a regimental green beret of the Royal Marines and sporting his own and his father's 
medals.

although I have often been sent invitations by real dignitaries to photograph these sorts of events, ex mayor Beech always appears to be quite antagonistic when he spots this cameraman.

Such a pity he feels it necessary to spoil an otherwise dignified and solemn occasion with his lewd language and inappropriate gesture.

His betrayal of those who sacrificed their lives for our freedom is a sad betrayal.

Serious Issues with Rutland County Councils Financial Management


The Accounts and Audit (England) Regulations 2011 require the
approval of the Statement of Accounts by 30 September.

This date falls within the period normally allowed for Members to refer a committee decision
to the Council.

I am told because the council has made such a mess of the accounts it does not have enough
time to refer the accounts to full council, so the committee will approve the accounts this Tuesday evening.

I wonder if one hour before the committee meeting Cllr King and his team will find another
million tucked away like the time before.

The Committee will be asked to decide that the matter is of such urgency that no referral of the 
Committee’s decision should be allowed.

when it comes to many local issues including planning,

(I remember when the foolishly voted not to approve an application from Tesco to demolish a bungalow, but they went on to vote approval for the extension of the car park. Maybe they had a vision of a mezzanine style construction over the plot? Its no surprise Sainsbury's does not include there details in their publicity)

A brighter Leicester Station Photographs


Six million pounds later and Leicester has a brightly refurbished 
railway station. I can only imagine what the newly refurbished 
Rutland County College would have looked like  if they had managed
to spend another million pounds.
