I understand some people do not think it is appropriate for me to blog or email about the Clerk and some Cllrs unlawful conduct and the Councils inability to deal with it.


The following is appropriate:

The information I disclose is provided in accordance with the Public Interest Disclosure Act 1998
the disclosure must be in relation to serious activity such as miscarriages of justice, illegal activity,
threats to individuals and/or damage to the environment.

I have made the disclosure in good faith –  because it is in the public interest and is clearly wrong.
and therefore afforded legal protection.

Oakham Mayor Adam Lowe Fears Tribunal if he recommends to full council that the Clerk should be dismissed for unlawful conduct and the reason appears to be a simple one. When the external auditor
reports on this matter they are highly like to point the finger of blame in both directions.

Pointing to the clerk and those Councillors currently unknown who responded to
his email request to break the law.

I am awaiting a FOI request to find out who gave the clerk consent.

Whoever did give consent has put Oakham Town Council into a messy situation and should
resign.

Two payments were paid to a company totally over £18,000 without a contract or lawful consent
of the full council. This conduct is the same as that carried out by the former Mayor Alf Dewis
which he and Cllr Adam Lowe described as a minor mistake, The external auditor Grant Thornton
disagreed and stated his conduct was a serious failing of the councils policies and procedures. Regulations and laws. This matter is no different.

So I can now see why the Clerk goes of sick, he may have done wrong but it looks like the old guard as always approved and gave consent.

Now I realise why the council won't sack the clerk for his unlawful conduct.

I have been told you are scared he will take us tribunal.

Then there is a high risk he will name those councillors. Who gave him consent to break the law, you were deputy chair at the time, did you give him unlawful consent? If not who? Alf, Joyce or Stan? I refused to give consent and pointed out if the invoices were paid it would be unlawful and as normal I was ignored.

What mess not following laws rules and procedures makes.

I guess this is going to cost us the taxpayers are you planning to give him the £120,000 to go ? He told me that is the total sum of the reserves.

For the accounting period of 2015 - 2016

The council has failed comply with its responsibilities under section 151 of the Local Government Act 1972

The Council has also failed to comply with its own Risk Management Policy and Financial Regulations

The council failed to instruct its internal auditor to produce quarterly reports and recommendations for full council.

There is evidence of unlawful activity similar in nature to that carried out during the accounting period
of 2014 - 2015 which resulted in Grant Thornton issuing a qualified audit report.

The content of the 2014 -2015 report causes me great concern. The Council responded to Grant Thornton in a way that attempted to make a serious failure appear to be minor.

This year the council almost lost £62,500 due to the unlawful conduct.

For all the above reasons I ask all members support the following proposal:

It’s time to grab your trainers and hit the pavement as Crohn’s & Colitis UK, the leading charity in the fight against Inflammatory Bowel Disease (IBD), hosts WALK IT Rutland to raise awareness and vital funds for a condition that impacts over 300,000 people in the UK

Rutland may be Britain's smallest county but what it lacks in size, it makes up for in beauty. The 2016 walks (5km and 10km) and cycle route (25km or 40km) will go through the bluebell woods on the shores of beautiful Rutland Water Reservoir.

Walkers and cyclists will discover secret gems, all whilst raising money for a fantastic cause and having fun together!

The walks will be a true community event for the whole family, with entertainment, food and fun.

Living with Inflammatory Bowel Disease (IBD) is no walk in the park, they are chronic, unpredictable and painful conditions which cause ulceration and inflammation in the digestive system.

The all new WALK IT Rutland invites anyone to join in, walking either 5km or 10km, or cycling 25km or 40km, to show their support in the fight against Crohn’s Disease and Ulcerative Colitis, the two main forms of IBD.

Walk registration fee: £10 adults, £5 children age 5-16. Includes free t-shirt. Children under 5: FREE
