Oakham Town Clerk and Mayor Adam Lowe Confuse Competent and Incompetent
Oakham Town Clerk and Mayor Adam Lowe Confuse Competent and Incompetent
At the last Town Council meeting we discussed an agenda item to give the clerk another automatic pay increase.
I suggested the item should be exempt and Chairman Cllr Adam Lowe said no,
During the meeting I stated we are now paying more for a unqualified clerk and we needed a competent qualified clerk.
The chairman Adam Lowe felt I was calling the Clerk incompetent which I was not, he asked me
to retract my comments I said no. So he asked for it to be minuted.
This week I received notification from the monitoring officer of a conduct complaint made by the clerk.
She once again lies by stating I called her incompetent and unqualified during the meeting. It is fortunate I record all our meetings.
Neither the Clerk or Cllr Lowe understand the meaning of the word competent.
competent meaning:
having the necessary ability, knowledge, or skill to do something successfully.
the above is true of the Clerk only last year she failed to complete section one of the annual return correctly.
She also failed to put it before the council for approval and that resulted in the external auditor stating there had been a significant failure of governance.
I have never said the clerk is incompetent but with such serious failing
it would not surprise me if other people have used that word.
I also find it astonishing that the clerk has not been able to obtain basic qualification over more than a two year period and I strongly believe this lack of competence is the main reason for many of the town council failings.

Last year in light of the tragic deaths in other parts of the country Oakham Town Council resolved not to use bouncy castles at event in Cutts Close.
At last weeks meeting we were asked to give permission for a bouncy castle, because the organisers of the Prom in The Park to be held in Cutts Close have requested one.
The Chairman Adam Lowe said it would be fine because it was not the council providing the bouncy castle and the council would if it was windy ask the organisers to stop using it.
I asked if the council could check if our insurance company would be happy with this. I doubt if that request will be actioned.
I have forgotten how many times this council votes on something and just ignores the outcome.

At last weeks council meeting we learnt that the councils contractor for providing and maintaining
hanging baskets in the town had been taken over. The company who has taken over Plantscape visited
Oakham and carried out a health and safety risk assessment and then wrote to Oakham Town Council
explaining that due to health and safety reasons they would not be able to hang baskets for the council this year at certain locations. The reason being that the brackets were to high at those locations.
So you would think that Oakham Town Council would arrange to have the brackets lowered to the height a person can safely work from a ladder or offer to hire a cherry picker or a tower, oh no Cllr Adam Lowe suggested our local contractor Greggs because his 'health and safety threshold is much lower. After Cllr Lowe advised members of this they voted to get Greggs to carry out the work Plantscape would not do.
I trust Cllr Lowe had checked with Greggs and our insurers before bringing this to council.
In the mean time I suggest he might like to read this:
