I am not sure why this is being put before council again last year we asked to the staff to
start tendering for the contracts that were due for tendering.

At the last budget meeting the Chairman Adam Lowe turned to a member of staff
who confirmed this would be done very soon.

I believe the instruction from council was given twice once when Tracy Carr was still
on the council a short time later.

I often wonder why we bother giving instructions to anyone?

no wonder he no longer a special constable he probably never arrest anyone :-)

By a miracle since Cllr produced his agenda report below the missing minutes he mentions have
now appeared.

Adam is either being awkward or he has something to hide, he refuse to provide me with a copy
I shall have to wait until Rutland County Council respond to my FOI

I personally think Adam could be protecting his old friend who resigned from the council for unlawful conduct.

Adam has a problem with the use of the word unlawful, I am not sure what other word should be used.

If the law states it is unlawful for any councillor to enter into any agreement without the consent of the full council and they do then surely their conduct is unlawful. In this case like his old friends
the councillor or councillors have acted without any knowledge of the full council and incurred
an expense of £31,293.25 The law is very clear the council is responsible for this and the law state the councillor or councillors should pay.

I am not sure why Adam Lowe is also asking us to consider discussing how money should be
spent with an organisation that conspired to defraud the town council of £61,000

I wonder if Mr Lowe is suggesting no councillor agreed this with the town partnership if
he is then why does he not just say so.

The Town Partnership Letter states meeting took place with Oakham Town Council
the council was not aware of those meetings so some one or more have acted unlawfully
or the Town Partnership is mistaken?

Oakham Town Council Appendix C Financial Control

In the past I raised the issue of the risk of most of the councils money all being in one account.
It we would appear the former clerk gave us the wrong information he told the council we were
not protected by the financial services compensation scheme.

The FSCS was set up mainly to assist private individuals, although large businesses, small local authorities (such as parish councils) and smaller charities are also covered. 

Although last year when I suggested we move some of the money from the HSBC the council refused to do that, I am pleased Cllr Haley is bringing this back to council




Oakham Town Council want to pay for a conduct advert about me

Oakham Town Council want to waste public money by paying to place this advert in the local
paper because they wont publish the statement the council wants to publish about me.

It starts of repeating information relating to my alleged conduct.

It then states my conduct has not improved. That I have ignored the content
of a £13,000 report into my alleged conduct from over a year ago.
I have not ignored the content they have the report said I reacted to their poor
conduct.

The council have decided I am still a naughty boy and have extended the banning of me
sitting on committees or working groups for another six months. The monitoring officer
did not recommend, The law state a council can not sanction its own members so I beleive
the sanction which effectively means I am a Councillor who can not do anything is unlawful
My conduct has never been as bad as theirs.

Currently Rutland County Council has appointed Guy Goodman to investigate more
of Cllr Lowes lies made against me. So I would think it is not appropriate for the council to
place this advert.

I also question why they seek no publicity when Cllr Stan Stubbs was found guilty of calling
me a bastard in a meeting and Cllr Michael Haley for ignoring standing orders when he prevented
me from speaking.

Oakham Town also think they are avoiding legal action by not publishing my name.

I refer them to the case of the Leicester Police Sgt who was found guilty of discrediting the force when he published comments about me online with out my name, He was found guilty and
the investigators said it was obvious who he was referring to, the same applies with Oakham Town
Councils proposed advert.

Now the incompetent town Councillor Michael  Haley has decided unilaterally that the agreement between Oakham and Town Council is no longer an exempt item I can tell residents the actual amount their property is being let for.

Previously I had posted the property is to be let for less than the value that Stephen Reid gave us
in its current condition.

I did not release the confidential content of the report as for the name of the tenant this was already in the public domain.

Currently Rutland County Council is wasting taxpayers money by paying Guy Goodman to investigate me breaching confidentiality alleged by Oakham Town Council.

Oakham Town Council should withdraw the conduct complaint.

The below market value rent agreement is shown below.

Oakham Town Council failed to advertise the property on the open market.

I am pleased the Ark Association no longer wants a 99 year lease even though council
was offering the it for free. I wish I could obtained my own 99 year lease at no cost.
And not to mention taking the keys months before the lease is agreed and signed.

On Wednesday we will be asked to accept a 20 year option.

According to Michael Haley's report our solicitor is failing us.

That is no surprise when you consider they were friends of the ex Clerk. I think
it is time to find a new solicitor.

Paul Beech It's not very often I resort to bad language on the internet but you are talking absolute 'shite' Brookesy. You invent a problem everywhere you go and everywhere you've been. We had a Town Manager in 2004, who worked hard to promote the town and develop an infrastructure to move Oakham into the a new era of cooperation and she actually got paid for it through grants. Now we have the opportunity to move forward again but for some very odd reasons, that only you will understand, you want it all to fail. We had a 45 page Civic Trust Centre Vision Report prepared for Oakham Town Partnership with the support of Waitrose plc which was comprehensive to say the least and it's about time we had a Town Centre Manager to bring that report, and many others produced since over the years, to fruition. Why is it you want to demolish it before it even gets off the ground? Move over Brookesy, let somebody actually get on with meaningful work in the town and stop interfering under the guise of civic guardian. Personally I don't care how much the Town Centre Manager is paid because if you get value for money the sum is irrelevant, and you won't know if it's value for money until the results are in which is at the end of the project. I hope you get rebuffed PDQ and made to look the idiot you really are. As for now being a LibDem that won't help you as, to take an old commando saying, you can never polish a turd.


Mr Beech clearly has not read the my post if he had, he would not find any criticism of the current
Town Centre Manager or the many things he raises about the past that happened many years ago.

Waitrose was an interesting one That one was ruined by Rutland County Council and the Rutland
Times after they published front page, the council would receive a gift from Waitrose in return for permitting them to build here in Oakham.


The old guard are very upset by the situation that has appeared for next weeks meeting perhaps they
should have not put it on the public agenda. Of course it should be there.

The simple fact is a persons or persons has acted unlawfully, and that unlawful conduct has resulted in a £30,000 bill we don't have to pay.

For pointing public information once again I am attacked by the old guard, in emails received from Cllr Lucas BEM and now from a fellow old guard member who feels social media is an acceptable place to post personal insults against me.

The way the old guard behaves towards me always suggest there is a bigger issue they are afraid
may be exposed.

You wouldn't understand that level of loyalty. So the partnership manager is a part time events manager, so what. That's more than you ever do, loser. This is a problem that has now been created a year on after Ex Mayor and Oakham Town Councillor
Alf Dewis was dealt with incorrectly correctly and permitted to resign due to a smaller breach of the law.

On Wednesday Oakham Town Town Council will be presented with an invoice for £32,1293.25
to pay for a Oakham Town Centre Manager employed by the Oakham Town Partnership

The Partnership states in a letter that meetings were held with Rutland County Council and the Town Council and all agreed this expense.

Oakham Town Council has never been consulted about this money or how it should be spent and never agreed anything as suggested in the town partnership letter.

At the time the 106 contribution was being agreed between Rutland County Council and Hawksmead
Cllr Alf Dewis and Cllr Adam Lowe were attending meetings according to correspondence sent to
Oakham Town Council by a Rutland County Council employee.

Cllr Adam Lowe says he has done nothing wrong, I would suggest he has, he may have not signed any agreement on behalf of the council. he most certainly failed to inform the council of what was happening.

At the time Rutland County Council was in talks with Hawksmead, Cllr Alf Dewis was the Chairman of the Oakham Town Partnership and in the later stages he was the Chairman of Oakham Town Council.

One day early last year The former Clerk Richard White emailed all Oakham Town Councillors
informing us that Rutland County Council had paid in error £62,586.50 into the councils bank account. a few days we were told all the money was meant for the Town Partnership to pay for a Town Centre Manager. I and others were not happy about this and a number
communications between the Town Council and Rutland County Council were sent and received and eventually the truth came out and all the money was meant for Oakham Town Council and they should decide how it should be spent.

Cllr Michael Haley was tasked with tempting to sort out and possibly cover up the failings of others involved. The money sits in a council account untouched because according to the chairman of the Town Partnership Cllr Michael Haley feels the money is tainted by possible fraudulently activity, in this case I agree with Cllr Michael Haley if he did actually say that.

I approached Leicestershire Police and suggested an act of fraud had been committed by Cllr Alf Dewis they look into it and said as long as Oakham Town Council had received the money in the end no crime had been committed. If the money had been paid into the Town Partnership account an act of fraud would have been committed. I wonder what happened to the offence of conspiracy to defraud

Conspiracy to defraud therefore contains two key elements; that the conspiracy involved dishonesty, and that if the conspiracy was undertaken, the victim's property rights would be harmed. This does not require the defendants' actions to directly result in the fraud; in R v Hollinshead,

Rutland County Council staff were asked by The Town Partnership to pay them direct. Fortunately
the payment team were wise and if they had not been Oakham Town Council may never have known it was entitled to the money. Because it is a fact that most members of the council had no clue that the money existed.

The questions here is how can a council not know surely Rutland County Council approached the council in the first place or did they just telephone Cllr Lowe and Mr Dewis. That maybe the case
as the former clerk told me at the time he had no knowledge of what was going on until the money arrived.

The invoice for £31,293.25 does not have to be paid by Oakham Town Council the persons
responsible for agreeing this expenditure should pay it.

And Leicestershire Police need to review this case of conspiracy to defraud.

If I am remembering correctly a Oakham Town Councillor sat on the interview panel
as a member of the public, which resulted the appointment of the Town Centre Manager, I am not suggesting they have done anything wrong but surely they must have noticed the town council was a key partner in this activity and none of this had been agreed at any full council meeting?

One of the biggest puzzles is Oakham Town Council received the money many months before the agreement was made between Rutland County Couincil and Hawksmead. It would be interesting to
see the original agreement the one which Mrs Briggs and her team messed up on and lost the county millions. I wonder if it mentioned a Town Centre Manager and what would have happened to the money sent to Oakham Town Council if this second agreement had not be signed because it is obvious that Rutland County Council had distributed lots of money they had not actually received from Hawksmead Ltd.

There are people from the old guard who want to sweep this under the carpet well it wont fit.

I wonder if it mentioned a Town Centre Manager and what would have happened to the money sent to Oakham Town Council if this second agreement had not be signed because it is obvious that Rutland County Council had distributed lots of money they had not actually received from Hawksmead Ltd.

It has been pointed out to me and in one of our council meetings that Uppingham Town Council
received their money and spent it on anything they wanted and have not complied with the
terms of the agreement. It maybe a case that they were told by a Rutland County Council member
of staff they could do that because Oakham Town Council was once told that in a letter.


Oakham Town Council have been aware of this deed since I made them aware of it last year
and they chose to ignore me as normal,Cllr Michael Haley was aware of it when he kept
writing his daft letter to Hawksmead and Helen Briggs

The deed was published last year by RCC on its website after some one sent a FOI.
