Chairman of Oakham Town Council Cllr Michael Haley Once Again Fails to Follow Correct Procedures at Extra Meeting


Since Cllr Haley was appointed chairman of the council in May he has already called three
extra meetings mainly due to his failure to follow standing orders and correct procedures at
meetings.

Last Friday's extra meeting is another of his failure to be able to follow the rules and
regulation of the council.

At the start of considering items 4 and 5 of the Agenda Cllr Haley dictated that
standing order five gave us the right to revisit those items.

In part it does but he can not just say he is applying standing order number 5.
as you can see below it is standing order that gives a long list of things council
can doe without written notice.

What we should have done is voted to suspend standing order 6 S
If we had voted to suspend that standing order we could have lawfully revisited
items 4 and 5

As it stands it is looking like the council made an unlawful decisions when
it appointed it new deputy chair and two members to the staffing committee.
a committee we don't actually need.

at the same meeting we also reconsidered the extension of the locum clerks
contract. previous minutes from the May meeting said this would be considered
in the June this was not considered then so the matter was placed on the extra meeting
agenda.

I have no confidence in Cllr Haley he is not a team player and is ruining the neighbourhood
plan and is continually failing us at meetings.

This afternoon he resigned from the working group which is meant to be overseeing the
letting of the old gym in Princess Avenue.

This resignation comes after he sent a email telling members the councils solicitors
had been instructed to draw up a lease, As member  of the working group which has not
met this year I pointed out the council had not authorised this.
Cllr Haley has since said what he said was a mistake, if that is the case why did he
resign from the working group?



Below is the standing order Cllr Haley said he was relying on and Standing Order 6 S
which we should have voted to suspend.

If a motion falls within the terms of reference of a committee or sub-committee or within the delegated powers conferred on an employee, a referral of the same may be made to such committee or sub-committee or employee provided that the Chairman may direct for it to be dealt with at the present meeting for reasons of urgency or expedience.






6s. Where a resolution or decision has been made by the Council and is recorded in the approved minutes, it will not be reviewed or rescinded for a period of at least six months, without the prior agreement of the Council meeting.

Peter Jones lost his seat on the Council at the 2011 election by two votes.

The Leicester Mercury reported at the time the astonishing five recounts.

They failed to report the finer details of the unlawful poor conduct of the
Tory mob that used to run Rutland County Council back then.
The late Roger Begy unlawfully handling ballot papers at the count.

I was told the Rutland and Melton Conservative were desperate for candidates
for this and the Ketton by-election!

When Peter Jones lost his seat I was pleased to see he stopped staggering
around Oakham looking drunk and his family were pleased he had returned to
being a family member and especially a grandparent.

Lets hope the voters of Whissendine don't vote for him we don't want to
see a return to the very dark days of Rutland County Council.

Peter Jones was responsible for the destruction of The Rutland County
Museum as he oversaw the selling of many exhibits, describing it
as a spring clean.

Rutland County Council is increasing all parking charges in the county towns.

Dave Brown, Director for Places said “By introducing standard charges across all our car parks we’re creating a much simpler and fairer system. We also need to factor in rises in inflation, which haven’t been applied to parking charges in Rutland for many years”

Uppingham saw  a increase in parking charges last year after Uppingham Town Council stopped
paying a  £8,500 per year to Rutland County Council to subsidise charges, it had paid since 2012.

In July 2016 the local paper reported Uppingham parking charges would remain cheaper than Oakham's

New car parking charges across all of Rutland’s car parks come into effect on Monday July 3rd
The changes, following a review of fees and charges for all Council services were approved by Cabinet earlier this year.

The new 80p per hour car parking charges in all Rutland car parks will bring Uppingham in line with Oakham making the cost of parking the same in both towns. Some fees will rise  but this will represent the first parking fee rise since 2013

Discount day tickets will be available which allow parking for up to 24 hours and will cost £4 The cost of a weekly discount ticket will start at £15 and an annual season ticket will cost £432. Annual residents’ parking permits will cost £40 in both Oakham and Uppingham.

These changes mean that roving will be permissible between Oakham and Uppingham and that a single ticket will be valid in both towns’ car parks for the duration of the ticket. The short stay car parks will still operate a 4 hour maximum length of stay.

Drivers can choose to pay for parking by coin at pay and display machines, by debit or credit card or using their mobile phone, although card payments via pay and display machines will be phased out over the next year.

Emergency Road Closure  Burley Road, Oakham from 16:00 hours today (Monday 19th June) due to power faults along  Burley Road over the weekend.

It will be closed between the High Street and Station Road for 2 weeks with access as far as MY Dentist. All businesses and Burley Road Car Park will have access.

The diversion route will be Burley Road (B668), Burley Park Way and Stamford Road with a reciprocal route.
