As it has become all most impossible to make public deputations at Council meetings I wish to make the following deputation in writing:

10. GRANT APPLICATIONS
To consider and decide on the awarding of grants to the following organisations:
(i) Oakham Festival
Last year I was one of the Councillors who objected to the continued funding of the Oakham Festival.
We were told the money given by OTC would be used to sponsor a event.
The money we are told was used to fund a Saturday and Sunday morning rehearsal at the castle.
A street market in Gaol Street with terrible entertainment.
A was group set up in a pub days before performed for no fee.
And in their own words Two boys were ordered out of bed to also perform for free that Saturday morning.
After the event I wrote to all Councillor asking where the money was spent.
Cllr Haworth replied accusing me of being slanderous.
Cllr Haworth at a recent Council meeting described Last years Festival as rubbish.
When I first moved to Oakham the Festival was great and I have many photographs to prove it was
unfortunately it is my view the organisers have expanded to much, this lead to much time and effort
being put into the Four Winds Festival at Rutland Water which provided no benefit to residents or
traders of Oakham. along with Uppingham if they just concentrated on Oakham maybe it could return
to the good old days.
Oakham School withdrew there large amount of funding for a reason?
Councillors may have noticed that Oakham School is running it own Oakham Festival this year.
When I was a Councillor I asked for event sponsorship and suggested the evening picnic event at Oakham
Castle could be sponsored for the people of Oakham.
I would like to suggest Oakham Town Council asks the Festival Committee how much it takes on the
gate for this event and that amount which is a lot less than £2000. if this gate amount is granted and the admission charge should then be dropped as many families can not afford the £10 ticket and don't attend.
I know this might upset the elite who can afford to sit with there M&S picnic hampers, but surely the Festival was
original started for all the people of Oakham and I think the performers might enjoy a crowd and it would bring more customers to the bar giving less free time for committee members to down free drinks whilst working the bar which is actually breaking licensing laws.
And grants are required to be awarded for the sole benefit of all the people of the Parish.

11. FLORAL DISPLAY AND WATERING CONTRACTS
To authorise the signing of contracts with Greetham Garden Centre Ltd for:
(i) Supply of floral displays (Appendix C)
(ii) Watering of floral displays (Appendix C(i))
12. REVIEW OF FINANCIAL REGULATIONS (Appendix D)
To review the Council’s Financial Regulations and to decide whether to agree to
changes to the Regulations as proposed by the Policies and Procedures Working
Group
13. ASSET REGISTER (Appendix E)
To approve the Council’s Asset Register for the Financial Year 2012 - 2013
14. PORTAS REVIEW (Cllr Alf Dewis)
To resolve to support the Oakham Town Partnership in their submission under the
Portas Review
15. INTERNAL AUDITOR (Appendix F)
To agree on the process by which an Internal Auditor shall be appointed at the Annual
Meeting of the Council
16. INVESTMENT AND INVESTMENT STRATEGY
