DECLARATIONS OF INTEREST
Members were asked to declare, if required:

Oakham Town Councillor Charles Haworth lives near to a proposed development, he said he has a Disclosable Pecuniary Interest relating to plans submitted by Bellway Homes.

Cllr Haworth was once again  told he could remain in the meeting to represent the residents of his ward. He chose not to. Once again letting down the residents of his ward.

The Town Clerk Richard White asked Cllr Haworth to provide his required reason, reason replied "because I live nearby"

That is not a disclosable pecuniary reason.

A member of the public has informed me of their Freedom of Information request asking if
Cllr Haworth is receiving any financial gain from the developer, which would be a Disclosable Pecuniary
Interest.

Cllrs Lowe and Dodds both declared an interest in LICENCE FOR PLANTING SCHEME

Cllr Dodds additional declared an interest in two planning applications and did not vote:

Cllrs  confirmed the minutes of the meeting of the Planning and Parks Committee held on
Wednesday February 27th 2013

MEMBER’S REPORTS None

CLERK’S REPORT

The electric car charging point has been delivered and will be installed soon in the Church Street
Car Park.

Swings in Cutts Close and other works will start in April

The additional bollard at the entrance to the old school and the church yard will be installed soon
this will prevent cars driving around the other over the footpath.

A lot of money will be spent putting up red white bunting throughout the town this April for the freedom
of entry for St Georges Barracks

The Office will be closed Good Friday and Easter Monday

There were various deputations from the public and a Rutland County Councillor

At this point the Council moved planning matters forward so the members of the public did not
have to wait so long.

LICENCE FOR PLANTING SCHEME

The council agreed to be the licence holder for new Oakham in Bloom flower beds to be created
in Lands End Way.

GAOL STREET MURALS
Cllrs considered a report and decided to appoint a Cllr Lowe  to a adhoc Committee which he said
he would like to join.

Cllr Lockett said he had never seen such a fuss for just painting a wall he said there was less fuss around
starting world war two,

Cllr Lowe said he would keep him informed, he replied don't bother.

PARKING REVIEW

Cllrs considered a list of proposed on street parking restrictions and agreed on any comments to be
made to Rutland County Council.

Cllr Lowe said he enjoyed parking restrictions.

Cllr Dewis said all Rutland County County Council do is chase cars and it needs to implement proper
Parking  Strategy.

Oakham Town Council has no proper strategy for any of its roles.

Cllr Guthrie said  has a massive concern, one and half years on Rutland County Council has failed
to resolve the parking issues along Stamford Road and wondered why that road was not included in
the review?

PLANNING APPLICATIONS

Cllrs considered the following applications received and made recommendations
and observations thereon to Rutland County Council:

(i) APP/2013/0T (FUL) 096/NBellway Homes East Midlands
To construct 18 No. Car Parking Spaces in a parking court to be accessed from
Barleythorpe Road for use by residences in Barleythorpe Road
Former Park School Land off Barleythorpe Road

Cllr Haworth left the meeting as the above as considered choosing not to represent his ward residents.
He failed to return at the end of the consideration.

Cllr Dodds became very confused, she could not see the plans.

Cllrs decided to approve the plans adding that extra parking spaces should be considered.

(ii) APP/2013/0178/NH (FUL) JD Wetherspoon plc
Proposed change of use from social club (sui generis) to a public house (Use Class A4)
including the addition of a new rear extension, new boundary wall, the creation of an
external seating area (beer garden), minor alterations and other associated wotks
55 High Street

Cllr Haworth returned to the meeting about half way through consideration of the above
application he stayed a while and then announced he had received a message and had
to attend something more important I wonder why he even bothered to turn up?

Cllt Dewis raised concerns about the pubs proposed opening hours this includes a 7am start
he felt Wetherspoon had a national reputation and they would not wan to spoil that by upsetting
Oakham. He went on to say the Oakham Town Partnership was not happy with the pubs name
The Town Partnership had written to Wetherspoon who have ignored their letter. I say good who
do this undemocratic organisation he heads think they are?

The Town Council approved the application but seemed to indicate that they would have preferred
it if it was not going to be a pub. Previously the property was used by Royal British Legion members
to drink, so I see little difference. 

(iv) APP/2013/0140/EZE (HSE) Mr Peter Martin
Construction of a single storey extension to the rear of the dwellinghouse and
conversion of part of the existing garage to utility room. Proposed new vehicular access.

Although Cllr Dodds declared a interest she asked some pointless and confused questions
The Council approved the above application

(v) APP/2013/0157/FBM (HSE) Mr and Mrs Bones
Construction of a rear single storey extension to the west elevation of the dwellinghouse
2 Schofield Road

The above application was for a conservatory and was quickly approved

(vi) APP/2013/0119/FBM (HSE) Mr Christopher Foers
Construction of a first floor extension to the west elevation of the dwellinghouse.
Installation of folding double glazed doors in existing opening to the rear elevation of
the dwellinghouse
Longview, 2a Mendip Road

Although this was a first floor addition Cllr Dodds felt there might be a flooding issue?
The above application was approved

(vii) APP/2013/0192/NH (MAJR) Rutland County Council
Proposed demolition of identified buildings. Change of use of land and buildings from
former Prison (Sui Generis Use) to B1 (Business), B2 (General Industry including
manufacturing), B8 (Storage and Distribution), D1 (Non residential Education and
Training Centres), D2 (Assembly, Leisure and Community use) and part outline for
Winter Storage Depot (Sui Generis i.e. no defined use Class) and B1, B2 and B8 uses
identified development zones within the site
HM Prison Ashwell

The Council approved the above application

Cllr Dewis indicated he would have more to say as the development applications progressed

A white elephant was mention at one point.

Cllr Lucas raised concerns, like myself about Oakham 106 payments being spent on this project.
£1.3 million may be diverted for sport by Rutland County Councillor and Tory Deputy Leader
Terry King.

Cllr Lucas said we have enough sport in Oakham and the Oakham 106 payments should
be spent on much needed other Oakham projects.

I wonder what the legal position is? I think there could be a challenge if Rutland County Council
do decide to spend 106 contributes meant for Oakham in the Parish of Ashwell.

On Monday we heard further money from Sainsbury's is heading to the site.
Cllr Carwright raised the issue of public access, when the site was a prison a special
bus operated due to very limited public transport to Ashwell from Oakham.

Cllr Adam Lowe revealed he lived near the prison as a boy and that interested me, he said his
father worked at the prison. the reason being some time ago a person telephoned a grave stone
company and attempted to order a grave stone for a close member of my family. They told the
member of staff a similar story. Some time later Cllr Lowe now deputy Mayor was found to
be ordering me many subscriptions on-line and this resulted in him accepting a Stage one harassment
order from Leicestershire Police and his subsequent resignation as a special constable in the same force.
Last weekend he complained about Inspector Mistry, the Inspector had discussed the matter with the
Chairman of the council.


(viii) APP/2013/0176/APB (ADV) Lloyds Banking Group
Erection of 2 No. internally illuminated fascia signs, 1 No. internally illuminated
projector, 4 No. internally illuminated heritage window light strips, 1 No. internally
illuminated square brand logo, 1 no. internally non illuminated vinyl, I No. externally
non illuminated aluminium name plate, 1 No. externally non illuminated vinyl overlay,
1 no. non illuminated atm backing panel (internally applied) and 1 No. internally
illuminated acrylic atm collar and 1 no. internally illuminated projector
Lloyds TSB Bank Plc 43 High Street

Oakham Town Council aprroved the above application

Photographs show Lloyds Bank is to drop the use of the Black Horse and TSB

Cllr Adam Lowe pointed out the Black Horse had vanished.

Cllr Peter Lockett said it had gone because there was no stabling.

The Town Clerk Richard White said it was more likely that a person had eaten it.

Some concerns were raised about the green lights, it appears none of the council
has noticed they are already illuminating the windows.

They felt there were no issues as no one lives nearby. forgetting the flats across the
road?


Cllr Adam Lowe pointed out the planning portal at Rutland County Council was
rather fun but it was a pity it did not include a feature to move things about?
