Rutland County Council to review Internal Auditors, Senior Staff Expenses Errors

Rutland County Council to review Internal Auditors

It is likely to cost £10,000 and should be concluded by September 2013.

Reports are available on-line which show the failings and concerns about
Rutland County Council's internal auditor. It will be also interesting to
keep in an eye on the external auditors report which is also due for completion
in September 2013.

Tory Cllr Munton has asked to be provided with alternative option for an Internal
Auditor.

WELLAND INTERNAL AUDIT CONSORTIUM

Interestingly this internal auditor who appears to have carried out incompetent
audits over the last few years, ie. the External auditor pointing out payroll failings
that have occurred over a number of years, these should have been easily spotted
by any competent auditor.

It must be worry for other nearby councils who use the services of this council
partnership.

It also appears the partnership suffers from chronic under staffing.

The reports I have read make interesting reading, as it appears those who have been
internally promoted to managerial roles at the council are not up to job and should probably
return to the tea trolleys.

Concern has also been raised relating to staff expense claims as these former trolley dollies
were authorising their own expenses claims with no checks and rather like the pay roll
errors, errors in claims have been found during the period no checks were made.

It seems the councils redundancy programme is having an adverse effect on the running
of this fine Tory institution. Last year Rutland County Council paid £45,000 in redundancy
(only statutory payments)

Currently it employs

56 casual staff
263 Full time staff
and 206 Part-time staff

Prior to the appointment of Mr S Della Rocca there appears to be systematic senior management
failures throughout Rutland County Council. I wonder if anyone is going to be held accountable?
