Leicestershire Police, Free Unrestricted Parking Leicester City Council. Passing the Court today, I observed a member of the public commenting about Leicester Police Parking and how it appears they can park anywhere they like while they spend hours inside. It appears no fee is paid to use pay and display bays, cars are dumped on single and double yellow lines and ignored by the City Enforcement Officers, who seem busy issuing tickets to the offending public. I spoke to the enforcement officer who told me they could not comment and directed me to the council.
