Disabled Blue Badge Holders, New Photograph Requirement,
What Rutland County Council don't wan't you to know

As requirement for disabled blue badge holders a photograph is now
required to assist in the prevention of misuse of the scheme.

Rutland County Council has realised that wheel chair users can
not access the traditional photo booths.

They suggest:

Wheelchair users are directed to photographers in the area who would
perform this task for them in wheelchair accessible environments – this
was discounted as potentially discriminatory as, when investigations took
place, although there were several photographers who could undertake
this role, some of the premises were unsuitable and all of them charged
in excess of the cost of a photo booth.


I believe the chemist in Uppingham provides lucrative passport photo service
using a camera and printer and charges a similar fee as a photo booth.

Rutland County Council also considered.

The Council takes all photographs for all applicants – this was discounted
as a costly and time consuming option. The Blue Badge service does
not have designated officers (other than the mobility assessor) and so
could not support this demand.

Rutland County Council has decided to take photographs of wheel
chair users but it would prefer they struggled to get their own first, This
is disgusting and typical of Rutland Tories.

Information – in order to ensure that officers are not overwhelmed by
requests to have photographs taken, the publicity information about the
Blue Badge Scheme available to the public will encourage applicants
wherever possible to make their own arrangements to obtain their
photograph. However, it will state that if, as a result of their disability, an
applicant is unable to produce a photograph they should contact the
Council and a member of the team will advise them on how to proceed.

It only takes a few seconds to take a digital photograph if the council
invested in a wifi camera this would save time as staff who would not need
to scan a costly image.

Rutland County County Council will charge for the service, the same
price as the post office, quite profitable for the council when you
consider a photo booth print out photos.
