Cllr Maureen Dodds still ill.

Cllr Adam Lowe sent his apologies due to a prior commitment.

Cllr Rob Guthrie also sent his apologies due to prior commitment.

Cllr Charles Haworth could not be bothered to attend, he sent apologies last meeting
and they were not accepted.

CO-OPTION OF NEW MEMBER FOR OAKHAM NORTH WEST

To agree on arrangements for co-opting a new member for the Oakham North West
Ward

All member including Cllr Stubb's who caused a previous issue by suggesting the council does not advertise. All decided to agree the following

There will be a advert placed in next weeks paper and a press release issued 24th July 2014

Closing date for applications will be Friday 8th August 2014

Interviews before the end of August a date could not be confirmed because Cllr Joyce Lucas
had brought her diary.

The Council will make a decision on the 10th September 2014


LICENCE FOR FLOWER BED
To consider the amended Licence and to decide whether Oakham Town Council will
be the Licensee for the Scheme

Cllr Joyce Lucas said a professional designer designed the flower bed that is not a
flower bed and everyone should be grateful and Oakham Town Council should
just get on and licence it.

Cllr Stubbs raised the issue of the mains power cable. Cllr Lockett was concerned about
insurance.

ICE CREAM VENDOR IN CUTTS CLOSE
To decide whether the Council is willing to permit an Ice Cream vendor to be parked
in Cutts Close on Saturdays through the Summer months and, if so, to agree on any
associated conditions and charges

Cllr Dewis abstained because he has been accused of giving consent.

The council agreed they will charge £25 a day in advance

For Saturday's only from 19th July - 27th September excluding 23rd August 2014

The trader must provide a litter bin.

He will continue to just give a donation for trading at the Sunday concerts!

Cllr Lockett asked The Mayor Jayne Woodcock how much in donations
had been paid over the years, she said I don't know.

The Deputy Mayor Cllr Alf Dewis said when he was Mayor his charity received
£100

VERIFYING OF BANK RECONCILIATIONS
 To receive a verbal report from Cllr Dr Rob Guthrie as per Financial Regulation 2.2

This was noted in Cllr Guthrie's absence

LIVING IN RUTLAND COMMUNITY GUIDE 2015 – 2016
To decide whether the Council is to place an advert in the guide

The council decide not advertise in this expensive guide. Cllr Lockett said
if people don't know we exist they must be mental!

LOCATION OF OUTDOOR FITNESS EQUIPMENT
To agree on the location at Royces Recreation Ground for the siting of outdoor fitness
equipment

I have a feeling the four pieces of equipment will arrive and be installed where the Clerk
tells the contractors to put them, possibly in a line from the back of the fitness centre.
The members did not agree the option in front of them.

 AUTHORISATION TO MAKE A PAYMENT EXCEEDING £5000
To authorise payment, as per Financial Regulation 5.6, of £5120.00 plus VAT to
Digital Ceramic Systems Ltd for the supply and installation of tiles for the Gaol Street
Mural Project.

Approved, Cllr Lockett said the project is daft. I disagree and say the final cost is
outrageous!

The Clerk told members the applicant was an employee of Rutland County Council
Members made no comments and approved.

(ii) 2014/0546/RES Larkfleet Homes
 Reserved Matters for the erection of 9 local centre retail units and 30 No. one
 and two bedroom apartments
 Land between Barleythorpe and Burley Park Way

The Mayor Cllr Jayne Woodcock said this is a social disaster of the 1960's

A parade of empty boarded up shop is predicted.

Parking and Access appeared to be an issue.
All decided it was out of keeping of Oakham.

I must agree it does not look like the village idyllic model I saw some year ago.

If it has a late night shop I can see it attracting issues often associated with placing
parades of shops under residents home on estates. They often keep resident associations
police and councils very busy.
