General Power of Competence, Oakham Town Council as seen by a member of the public comment National Newspaper
The following comment in a national newspaper from a Oakham Resident who attended the
my first council meeting this year:
If you look at the General Power of Competence (GPOC) Councils are able to adopt in the Localism Act it's already dictatorship - though well disguised.
Sat through a parish council meeting last night and the new mayor had prepared his clerk to push through a motion for GPOC. Luckily a seconder was not forthcoming so they've put it off until the June Council meeting. The GPOC clause specifically states that it has to be renewed 'annually'. But the clerk said that was once every four years.
If those attempting to assume powers of dictatorship fail to realise that annually means once a year then I despair of them ever understanding any legislation whatsoever.
