Oakham Town Council Appendix B item 8 Recommending delay in implementing one of Street Accountants Major Recommendation


I find it extraordinary after spending so much money with Street Accountants Oakham Town
Council is considering delaying the implementation of new accounting packages. Oakham
Town Council blame the two packages they currently use for the five accounting errors which
are described as minor to the local press by the deputy chairman Adam Lowe.

I disagree and Cllr Elliott pointed out "the cash book is king" and I would not describe
his public comment that the 2014 - 2015 accounts were prepared in "an incompetent and
sloppy manner" can hardly be the words of a man who had just spotted some minors errors.

A couple of those errors wrote of rent and debt due from a former Council tenant.

All the errors highlighted have brought the council into disrepute and the council
led by the Chairman and supported by a former Mayor  have treated me appallingly for pointing
out the careless way in which Oakham Town Council accounts for public money.

This year it will proudly receive a qualified audit report from its external auditors for failing
to submit fairly simply accounts on time. I serious failing.


A Qualified report is given by the auditor in either of these two cases:

When the financial statements are materially misstated due to misstatement in one particular account balance, class of transaction or disclosure that does not have pervasive effect on the financial statements.

When the auditor is unable to obtain audit evidence regarding particular account balance, class of transaction or disclosure that does not have pervasive effect on the financial statements.
