The summons appear to have an error I don't think this is an extra meeting.

number 12 The council constantly suspends the rule that nothing can
be reconsidered within a six month period.
The meeting start time has been delayed for the benefit of a former
Mayor who wants Councillors to attend his beating of the retreat
in the market place. A request he makes each year and is granted
but never approved at full council.
The Town Council website currently notifies a 7pm start
