Some residents were unhappy with the appearance of a large CCTV pole.
Rutland County Council did not consult residents before it decided where
new CCTV cameras were to be located in Oakham, it also forgot to formally
consult with the town council.
Some residents have been recently contacted by Rutland County Council
and asked to complete a comprehensive consultation slip.

Dear
Sir/Madam
THIS
MAY AFFECT YOUR PROPERTY
Princess
Avenue / Westfield Avenue – CCTV Installation
Firstly,
we would like to apologise for the lack of consultation regarding the
proposed CCTV installation in the area of Princess Avenue / Westfield
Avenue, Oakham and
the
neighbouring park. This proposed installation is necessary for a
revised and greatly improved CCTV
network
to ensure that Rutland remains one of the safest places in the United
Kingdom in which to live and work, or visit and enjoy.
Why
install CCTV in the area?
An
in depth review into CCTV within the County demonstrated that the
Oakham West and surrounding area had been subject to a number of
incidents, reported both to our Partners as well as Rutland County
Council. Last Summer, 2014 the park area was subject to a problem
solving plan by our policing partners follow a series of incidents
being reported. Many of these incidents could have been reduced in
severity by the presence of CCTV coverage at the time of the incident
and through relevant CCTV footage to assist in subsequent
investigations. Thus, this location is considered particularly
important.
The
positioning and the size of the column is to support two functions,
firstly to enable the maximisation of operational coverage in the
area and secondly to allow for communication signals to be sent back
to the recording hub in Oakham.
The
proposed CCTV camera will have full privacy settings, preventing any
footage being captured from any private residential properties in the
area. We wish to show you this capability of the system before
installation is completed and would like to invite you to a
demonstration to be held at the Council offices at a date and time to
be arranged.
We
are sure you will agree that CCTV has its place within society and
that it is a highly valued asset in the detection and prevention of
antisocial behaviour and crime. We are all well aware of the
challenges and changing operational duties faced by the Police and
our Partners and we need to ensure that we have the correct level of
coverage in those most important areas to support the safeguarding of
children, youths and other members of the society who enjoy the park
and surrounding areas.
We
would like to gather local feelings to the proposed CCTV installation
and whether you would be willing to attend a demonstration of the
system to alleviate any anxieties you may have regarding the
capturing of personal and private information, so we request that you
complete the slip of paper within this correspondence and return it
to us at Rutland County Council in the envelope provided.
If you have any questions please do not hesitate to contact me.
Yours faithfully,
Hugh Crouch
