NOTICE OF VACANCY IN THE OFFICE OF COUNCILLOR
PARISH OF OAKHAM (SOUTH WEST WARD)

NOTICE IS HEREBY GIVEN Pursuant to section 87(2) of the Local Government Act 1972, that as a result of the resignation of Alfred Dewis, a vacancy exists in the office of Councillor for the said Parish Council.

If by Thursday 14 April 2016 (14 days* after the date of this notice), a request for an election to fill the said vacancy is made in writing to the Returning Officer at Catmose, Oakham, Rutland, LE15 6HP by TEN electors for the said Ward, an election will be held to fill the said vacancy, otherwise the vacancy will be filled by co-option.

The election will take place not later than Tuesday 21 June 2016.

Oakham Deputy Mayor Councillor Adam Lowe yesterday said he was unhappy that he had to sign off the first statement of accounts on behalf of the council, "because people knew there were mistakes"

No one forced Councillor Lowe to sign or even to offer his continued support as the chairman
produced another two statements both including an unlawful transaction, which has caused the
Mayor Cllr Alf Dewis to resign. I and another Councillor raised serious concerns about the
accounts at the first meeting before Cllr Lowe signed the statement which he now appears to have
regretted signing.

On the 29th June 2015 The Chairman of Oakham Town unlawfully excluded me from the meeting
after I attempted to raise my concerns about the 2014 - 2015 accounts. His actions were designed
in my opinion to cover up his unlawful conduct and was supported by a number of old members
and some new members. To be fair to them many times before this meeting Cllr Alf Dewis
had repeatedly referred to the accounts statement review carried out my Streets Accountants
as an Audit which it was not despite my request for it to be an audit.
After I was unlawfully excluded from the meeting members accepted the statement
of accounts locked in the Clerks office. The police attended after Cllr Adam Lowe threatened
me with violence if I attempted to join the unlawful meeting.

I sent a copy of my video recording of the meeting the Auditors Grant Thornton they give
a response. very different from that received from the Monitoring officer
Debbie Mogg.  I raised a conduct complaint. Cllr Alf Dewis met with Debbie Mogg
who then decided Cllr Alf Dewis had no case to answer, once again proving the corrupt
relationship enjoyed between the old guard and Rutland County Council.

Grant Thornton Findings

The standard of behaviour of elected members in public meetings is rightly an issue of
great concern to the electorate, Members should be aware of their responsibilities and
duties under the various codes of conduct that apply to holders of public office.

(Cllrs Lowe and Lucas and others ignored most of those codes on that day)

Further, it is in the interest of good governance that the dissenting or minority views
are allowed to be expressed.

The auditors go on to explain the extent they can or not comment on this matter
and suggest I seek redress as I see fit if I feel my rights as a Member of the council
have been constrained or ignored unjustly.

I did this and Rutland County Councils Monitoring officer corrupted by Cllr Alf
Dewis rejected my complaint.

Things are slowly improving at Oakham Town Council but the old guard don't
embrace changes for improvement. In particular Cllr Joyce Lucas and Cllr Stan
Stubbs. If Cllr Lowe remains I feel his conduct would change as he would
follow the majority, The saying is he blows in the wind. I feel he should resign due
to his past appalling support of the old guard.

The new members work very hard for change, change which often protect taxpayers
money. Over the last year Cllrs Michael's, Haley and Elliot have work extremely
hard as our finance working group, often experiencing immense difficulties.

It is said both Cllr Lowe and Lucas wish to be considered for the positions of Mayor
and Deputy for 2016 - 2017 both have done it before and their conduct will not
gain my support, it is time for fresh blood to lead this council into a better future
and purpose.

Bullying to the extent carried out by the old guard over the years has no place
in a modern town council, this is 2016 not 1970!

The Mayor of Oakham today resigned with immediate effect.

Cllr Alf Dewis refers to unlawful conduct as a mistake and has reimbursed the council
a token sum of money minus VAT and auditing costs.

The unlawful expenditure occurred during the 2014 - 2015 financial year.

There are other similar financial anomalies for the current financial year.

The auditors are aware of these irregularities but I feel it would not be in the public
interest to object to these anomalous transactions bearing in mind thousands of pounds
that have already been spent on auditors and accountants fees.


I am pleased Mr Dewis has finally done the honorable thing and resigned and admitted
the error of his way in the face of incontrovertible evidence.

I shall not miss his destructive and controlling behaviour which both I and the town have
suffered since 2009
