When Ex Oakham Mayor and some Oakham Town Councillors unlawfully kicked me
out of a meeting. When I attempted to raise my concerns relating to ex Cllr Dewis's
unlawful conduct. I raised a complaint with the monitoring officer at Rutland County
Council, Mrs Debbie Mogg
Mrs Mogg did not handle my complaint correctly I complained and ex Cllr John Kennedy
said it was disgusting for me to complain about the council officer. He holds that opinion
about anything I do.
I have received a email from Helen Briggs the Chief Executive of Rutland County
Council
The information given to Mrs Briggs is false in parts
If the monitoring officer had considered my complaint on the 18th May 2015 she
would have found Cllr Dewis had acted unlawfully as the auditor did. I did not
receive her notice issued on 13th July 2015. I did have a meeting with her at
that meeting she basically said it was acceptable for Cllr Dewis to spend money
without lawful authorisation.
Referring to the unlawful conduct of ex Cllr Alf Dewis and other Cllrs on the 29th
June 2015 she say this was overlook due to other complaints. What a load of rubbish
I know Mr Alf Dewis was bullying members into sending in fabricated complaints
against me to assist him in covering up his unlawful conduct. I know they were not
as high as that excuse would suggest because I have copies of them despite my
many requests made to RCC for them not to send them to me.
I cant wait for my apology and decision notice.
Mrs Mogg appears to not have told Mrs Briggs about a meeting she asked me to
attend, when she told me she had watched the meeting video and could not see
anything wrong and I should just do as the chairman tells me to do.
I wonder now that the auditor has said it was wrong if the written
decision will now contradict her verbal finding and now agree with the auditors?
(Also wondering if I should publish the recording of the meeting)
There was no oversight it is just another example of how Rutland County Council
have always unfairly handled any of my conduct complaints.

Dear Councillor Brookes
You may wish to reconsider the facts before progressing this complaint against the Monitoring Officer.
You made a complaint about unauthorised payments on 18 May 2015 (our ref 07/15). This complaint was considered by the Monitoring Officer. As part of the consideration of the complaint, Mrs Mogg met with Mr Dewis. A decision notice in respect of this complaint was issued on 13 July 2015.
On 25 July 2015 (our ref 16/15), you made a complaint about the conduct of the 29th June Town Council meeting. Unfortunately, due to the volume and frequency of the complaints being received at the time, this was overlooked. However, this has now been addressed and a decision notice has been sent to you today with an apology for our original oversight.
