Assaulted By Oakham Mayor Adam Lowe at Oakham Town Council Meeting

Police were called to Oakham Town Council after Oakham Mayor Cllr Adam Lowe
assaulted me and damaged my tripod and laptop.

Cllr Lowe asked members to say I fell over.

Cllr Lowe also told members that NALC had advised him he can use force to
remove a Cllr from a meeting, I was not disrupting the meeting.
Cllr Lowe was demanding the return of a report I was entitled to keep and
read.

One ######### councillor left the premises in tears and told me, Cllr Jasmine Hopkins
has made it very clear to her that she was not liked because she was friends with
me, Oakham Town Council is pathetic and very bullying.

(I HAVE BEEN ASKED TO REMOVE THE PREVIOUS PARAGRAGRAPH WHICH IDENTIFIES THE COUNCILLOR WHO IS BEING BULLIED BY JASMINE HOPKINS BECAUSE "THEY ARE FRIENDS WITH ME" AS I DON'T SUPPORT BULLYING 
I AM ONLY REMOVING THE PART THAT IDENTIFIES THE VICTIM)

The police have just left my home after taking a statement.

It will be interesting to see how many of the Cllrs will be willing to commit
perjury a number of Cllrs indicated at the time verbally that they had not seen anything.
They included:

Vince Howard
Stan Stubbs
Joyce Lucas
Tracy Carr
Michael Haley
Jasmine Hopkins


Because the incident happened after a exempt item there was no filming.

I would put in a conduct complaint against our bullying Mayor but I see
no point as Rutland County Council seem to fully support the bullying
that happens at Oakham Town Council.

Whilst I was waiting for the police, Malcom Plumb the temp Clerk
also said he would give a statement against me.

The council is currently so consumed with its wish to get rid of
me it is not doing what it should be doing.
It is no surprise that Michael Elliot resigned this week.
I have never in my life experienced such a group of such unpleasant
people.

For seven years I have put up with this bullying. I hope Leicestshire
police will charge Adam Lowe and I hope those Cllrs who said they
saw nothing won't lie because perjury and perverting the course of justice
is a very serious offence

Lying during a criminal investigation is known as perverting the course of justice, 
which carries a maximum penalty with 14 years imprisonment.

One last point at the meeting Jasmine Hopkins reported to the
council that the trustees of Victoria don't consider the building
a public place. When she was leaving tonight she said I was
trespassing to Michael Haley. She is wrong and the police confirmed
what I have already told the council is correct. Victoria Hall and the Council
Chamber are public buildings.

At 6.30am this morning I received an email from Cllr Tracy Carr in response to my
blog post regarding last nights incident at Oakham Town at which the Mayor Adam
Lowe assaulted me and damaged my property.

Tracy's email is opinionated and unpleasant as always

The point of interest to me is her comment that everyone witnessed the incident.
So those Councillors who say they did not should take note.

Most annoying is her question/comment it is typical of the old guard, put up with it or get out.
It might seem the simple answer to walk away but when I did that in 2010 the old guard still
would not leave me alone. Because they are Homophobic bigoted bullies. And to many good
Cllrs have been bullied out of the council over the years by the old guard who chose to blame
me.


Extract from Tracy Carr's Email:

I'm more than happy to talk to the police and stated this as I left the council office last night. 
And please don't patronise me with the law, being married to a police officer and working for the prison service for 19 years puts me in a good position.

If everyone is so unpleasant and Oakham Town Council is so bad why don't you leave? Your lack of self awareness, you lack of social skills and your inability to do the right thing (i.e. hand back confidential papers) is frankly off the scale.

Oakham Town Agrees To Restructure One Council Meeting a Month and the rest working groups

Working groups suit the old guard because they banned me from being on any but hopefully
not forever although currently I think they have.

Looking at the presentation and conditions I can see in principal the new structure could
work. Allthough I supported the changes I doubt if it will work. Because the current working
groups have not given full council regular reports and the council has received complaint
regarding the conduct of the cemetery working group from Rutland County Council
And when we attempted to create a working group this week no one wanted to be
part of it most saying they are to busy.

I had one objection to the structure which was supported by most members
Michael Haley objected to keeping a planning sub committee.
He suggested four people could review all planning applications then make recommendations
to full council odd when you consider each Councillor is meant to decide for themselves
when making decisions at council.
He also said in his time on the council only one planning applicant had attended a meeting.
I think other don't attend because the council does not tell them when there application
is going to be considered. People who are affected by applications can also attend and
speak to the council. Michael Haley has demonstrated so many times like the old guard
that they don't want or are not interested in what the public has to say or want.

I do have a slight concern that the working group structure could be a move away from
openness and transparency.

The public and other members are will never be notified of meetings.
A lot of council business is going to be considered and planned behind closed doors
if the working groups stick to the rule that they have no delegated powers to make decisions
then there should not be a problem. But history has shown it is a difficult rule for some
groups to keep.

This item was exempt so even if I wanted to quote the stage rental figures currently being agreed with the Ark Nursery I can not because of the exemption and because I can't remember them all because
Cllr Lowe provided us with a detailed report produced by Michael Haley as we started considering
the agenda item and he used excessive force against me to take the report back after the conclusion
of consideration.

What I will say because I feel it is in the public interest.

The property has been valued at £16,000 a year rental in its current condition.

The report said The Ark Nursery are only eventually willing to pay £10,000 a year and at a stretch
they could manage £12,000.

We are constantly told no one else is interested in the property. Maybe that is because
Oakham Town Council has not advertised it at the market value,

Yes Cllr Jasmine Hopkins is correct when she verbally attacked me in the meeting some
people known to the council have informally approached the working group and
pulled out.

She added the comment Cllr Brookes is never happy he moans when its empty and now he moans
when we find some one who wants it.

The reason I moan that it is empty because it is a property we hold in trust for the residents
they now pay for it to sit empty.

The Council has never in the past made any money from it, we have had tenants in the
past who have profited from subletting it and the last had a quarter of the precept spent
on it in 2012 and left without paying the rent in full also once again an amount well below
the valuation.

I do hope the council seeks a clause in the 99 year lease preventing the Ark Nursery from subletting.

Oddly before the vote was taken the Mayor Cllr Adam Lowe told us all the system is not
as good as Rutland County Council make out.

After the vote he changed his mind as Stan Stubbs reported how wonderful it was because
he has had the privilege of visiting Rutland County Council for a demonstration.

Cllr Lucas put a paper before council it was poorly written and you had to be a mind
reader to work out what she wanted the grant for.
She was annoyed with me as I spoke about her list, she told me they were just headings,
Headings they maybe but is it not normal for some content to follow headings?

One thing which stuck out from the report to me was blatant cronyism.

Cllr Lucas was asking to spend around £4000 on a consultant who would apply
for the grant from the Heritage Lottery on behalf of the council.

After some digging Cllr Lucas revealed that Tracy Halliday would be the prefered
consultant. Tracy Halliday is not a consultant and recently received tax free pay
for working in the office helping the assistant Clerk.

Fortunately members did not support this proposal.

I suggested a working group was set up to do the initial work because I know if the
lottery go ahead with considering a grant application they will cover all other costs.

Here is the daft council at its best. They voted to support my proposal to set up
a working group and then know one wanted to join the group. After some time Cllr Lowe
very reluctantly nominated himself.  Most others claiming they had no time to spare to
do any work for the council.

Cllr Joyce Lucas the report author and the Cllr making the request of the council decided
she did not want to join the working group. Despite Jasmine Hopkins asking her
to so because she held a lot of information on the subject. Jasmine asked Joyce if
she would being sharing the information with whoever takes on the project. Joyce did
not respond knowing Joyce very well I doubt if she will.

Cutts Close needs a lot of work done on things like the paths which have been neglected
for years and the council is aware of the issues. It even took up the cheapest option of installing
bollards a few years ago banning disabled use.  I wonder if the Lottery supports the funding
of willful neglect.
