Oakham Town Councillor are now refused copies of co-option candidates application letters
claiming that a person applying to become a Cllr has the same rights as a person applying for
job. So much for democracy, openness and transparency something Cllr Haley once supported
on a fictional election leaflet he distributed when it was attempting to become a proper Cllr at Rutland County Council.
Last night one hopeful candidate attended an interview at Oakham Town Council conducted
by Cllrs Haley and Stubbs. They will make a recommendation to full council at its next meeting.
Other Cllrs could have attended and observed to help them decide their vote at a later meeting.
Cllrs Lucas, Wadsworth and myself attended.
Only one question put to the candidate was relevant.
Why do you want to be a Cllr?
Cllr Michael Haley passed on inaccurate information about the role of a Cllr he said no
individual parish Councillor can make a decision on behalf of the council unless they had
delegated powers from full council. unfortunate for Michael a parish council can not
delegate powers to individual Councillors it can only delegate to committees made up of
two or members. A committee can not be one as Michael often hopes was the case.
Then it was fortunate that the ex Mayor Alf Dewis who resigned earlier this year for unlawful conduct had decided at the last minute to pull out of the interview process. He would have been
asked the same question.
Cllr Stan Stubbs asked the candidate who is a former school head teacher of many years the following question:
"I want you to think hard about this next question before answering, can you explain the
meaning of integrity?"

Cllr Michael Haley Oakham Town Council Breached the Code of Conduct Decision Notice 07-16
Although I welcome the finding of the assistant monitoring, I don't think it will bring about any change at Oakham Town Council.
Michael sadly joined the mob and is content with attempting to exclude me from all council
business and none council business (The Neighborhood Plan).
I am pleased, I am able to record meetings and will continue to record them despite
objections from the mob.
I am slightly confused by the assistant monitoring officers decision because because it contradicts a previous decision made by the monitoring officer. this is not the first time I have been deliberately prevented from taking part in a meeting.
When it first happened we were under the chairmanship of the the delightful ex Mayor
Alf Dewis, even when the external auditor pointed out his conduct was wrong and in one
case unlawful the Monitoring officer Debbie Mogg said he had done nothing wrong and
I should just do as he tells me at meetings.
Cllr Haley has not personally apologised to me.
I hope the Council will display the decision notice in the office window perhaps alongside
a letter telling him his conduct is not acceptable for a month and perhaps they will consider
removing him from all the committees and outside bodies he excludes me from.
