Neighbourhood Plan Steering Group Working Group Reports Oakham Town Council Cllr Michael Haley
Since the start of 2016 Cllr Michael Haley who runs the Oakham and Barleythorpe Neighbourhood
Plan working group has presented the council with copies of these dreadful and pointless reports.
Each month he produces 6 pages of pointless information for all members of the council.
By now I would have thought the working group would have provided the council with a
much more comprehensive report on progress etc.
The biggest joke is this Neighbourhood Plan is meant to be community led.
Cllr Skipton at a recent meeting was very critical of the recent survey sent out.
The response was very low.
Whilst on the subject of the Survey
At our last meeting, Cllr Michael Haley attempted to fob off a resident by saying the results of a Neighbourhood Plan Survey question had been sent to Rutland County Council as Oakham Town Councils input for the County Councils Town Centre 2018 Development proposals, Who gave Cllr Haley or the Neighbourhood Plan Working Group the Authority to present those results
as the Councils formal opinion or comment?
Working Groups have no powers to make decision but throughout the creation of the
NP Working Group / Steering Group they have and that includes spending public money.
The money is another interesting matter. When I asked Cllr Haley at a meeting if the council
had approved enough money for the postage and production of the Survey he responded
he did not know.
The Group has more than once gone over budget and then they billed the tax payers
for money they may receive as a grant from another organisation.
