After looking at the published documents I have written the following to Oakham Town Council.
The over paid, dishonest clerk is renowned for producing some of the worst minutes for Oakham Town Council, often they are full of mistakes. It probably wouldn't matter if it was a tiny village parish council and you were paying a local to be a clerk working from home. Oakham Town Council use our money to employ a fulltime rude and dishonest clerk and now a part time assistant who I am told is one of her friends. I guess she needs company in that large new office in Long Row. The way Oakham Town Council spends so much money on administrating the little it very little it does, You would think Oakham Town Council actually provides public services to the town. It does not. This year it has done nothing for the town.
Looking at the Agenda it appears they council is asking a committee to approve the next budget when it it is legal requirement for the full council to make that decision. The committee should only be preparing a budget for the full council to agree.
The Town Council invites public deputations and fails to comply with the law by not publishing all supporting documents. How do they expect any resident to be able to comment on the draft budget if they don't publish a copy?
The Town Council has since last year failed to comply with another law, it is not publishing recordings of any of its meetings.
Last week Oakham Town Council voted to spend £5,200 on a new gold chain for the Mayor ignoring years of public objections to this unnecessary expenditure. I have heard that if residents are free to protest they are planning to do so the first time the Mayor is seen out at an event wearing it. There is talk of a parade of residents linked by 2 metre lengths of chain along the high street.

I believe, I may have found three errors connected to the documentation published and not published for your next finance meeting.
The first appears to be in the attached minutes of the previous meeting, a proposal from Cllr Buxton who is not listed among those attending?

1/20 ELECTION OF CHAIRMAN
Proposed by Cllr Buxton, seconded by Cllr Fresia-Farrelly and unanimously
resolved to elect Cllr Romney as Chairman of the Committee for the remainder
of the municipal year
The second is the agenda item that seems to imply the committee is going to make a decision, a
decision that is a legally required to be made full council. The members don't have members don't
have many legal obligations, the setting of the budget is probably one of the most important.
5. TO CONSIDER AND AGREE PRECEPT BUDGET FOR 2021/2022
The third matter is the failure to publish all the supporting documents which in this case would be a copy of the current draft budget.
How do you expect members of the public to give deputations, if you don't provide them with a copy?
