• To purchase advertising magnets up to a cost of no more than £250

• To authorise the expenditure within the budget heading allocated to the Promotion of

12/20 ARMED FORCES EVENT

Proposed by Cllr Lowe, seconded by Cllr Neal and unanimously resolved that the Armed

Forces event can take place in Cutts Close on either Saturday 20th or Sunday 21st June

2020, and that no charge is made for voluntary organisations

13/20 REQUEST FROM THE ROYAL BRITISH LEGION

Proposed by Cllr Neal, seconded by Cllr Clough and unanimously resolved to grant

permission for The Royal British Legion to borrow a Town Council gazebo for the Rutland

County Show

Terms of Reference

Purpose of the Committee

The purpose of the committee is to debate issues, determine decisions and to assist Council,

through the provision of an informed community perspective, on planning applications,

development, use, planning and service delivery of parks, play areas, community facilities,

including toilets, Allotments, Tennis/Bowls clubs, recreation, culture and social programs that

best represent the needs and support of current and future residents which have a bearing on

social cohesion and environmental wellbeing.

Powers: To oversee the finance allocated to the Committee, for which it has delegated powers

to make decisions and spend within the budget headings allocated to the committee by the

Council: Play Equipment, Grounds Maintenance, Planting and Tree Surgery, Street and Park

Furniture and Events. Any virement applications must be referred to full Council.

Frequency of meetings: Monthly (10 per year)

Specific brief to:

1. Members will be invited to attend meetings which will be held in the Council chamber

or via Zoom platform. Public Notice of the meeting shall be given in accordance with

Schedule 12 of the Local Government Act 1972.

2. The quorum will be four members

3. The committee can delegate authority to an officer of the Council as per the Local

Government Act 1972 Section 101(2)

4. Has full delegated authority to consider and make comments and recommendations

on all planning applications received by the Council from the Local Planning Authority

(Rutland County Council)

5. To oversee progress on any leisure or recreational projects and shall assist with the

active promotion of the parks in conjunction with the Events working group and to

make decisions and spend within the budget allocated

6. Consider projects and associated costs but will be submitted to full Council to ratify

7. Consider and recommend any improvements variations, improvements or alterations

to the Council leisure and recreation facilities

8. Monitor and enact changes to the Ground’s Maintenance contract within existing

budgetary constraints

9. Appointed members should annually inspect and review the use of the Council's

recreational facilities

10. Receive quarterly play equipment inspection reports and to make decisions thereof

Subject: Cutts Close Park

Applicable Strategy:

Ensure that Oakham remains a viable and pleasant environment in which to

live, work and play

Background

The office has received correspondence recently from a couple of residents regarding incidents

that have happened in Cutts Close park. Path

From the entrance into the park off Church Street, an electric wheelchair user encountered a

camber in the footpath, falling to the left towards the toddlers play area.

The park is the responsibility of the Town Council, the site forms part of the Scheduled

Monument area of Oakham Castle. In August 2018 Council resolved the renewal of the park

pathways, which included the removal of the existing tarmac which was worn and increased the

width with new concrete edgings and a new tarmac surface. This was carried out to a high

standard and was subject to Archaeological attendance.

Since receiving notification of the incident, under delegated authority, caution signs have been

ordered and three inspections have been carried out, including the contractor and a Highways

inspector.

Aggressive behaviour from dogs and an increase of dog fouling

At present there are no byelaws stating dogs must be kept on a lead. There is a Dangerous

Dogs Act, but Council would not be responsible for any attack albeit on their land as this does

not fall under anti-social behaviour but would then become a police matter.

The park is unmanned so unable to enforce, however to ensure controls to help make sure that

everyone can enjoy a clean and safe public place by balancing the needs of dog owners with

those of other residents, Council resolve to purchase four signs 250 x 200 on single tubular

posts 1500mm tall with the wording:

“Dogs to be always kept under control and owners must clean up after their dogs”

Proposals

• Council note the path incident and once all reports are received, this will come back to full

Council for any recommendations or to make any decisions as appropriate

• Council authorise the installation of four dog signs to each entrance of the park

• Council agrees on the wording

• Council approves the expenditure @ £49.00 each sign plus installation and vat

• To authorise the expenditure within the budget heading allocated to Parks and Street Furniture

Another error of many errors by Oakham Town Council Admin you click on appendix D and the document is titled Appendix C


It is good to see the person has asked permission, I notice the lack of information of what they intend to do with anything that is found that may be of any value or even considered treasure trove by the crown.

Centenary Field in Oakham is leased by Oakham Town Council so I think they will need to consult with the land owner.

Royce’s Recreation Field is owned by the Town Council so they could give consent. If I was making the decision I would like to know proper advice has been sort.


APPENDIX C

Dear Oakham Town Council

I would like to ask permission from Oakham Town Council to use my metal detector on Royce’s

Recreation and/or Centenary Field in Oakham.

I have been using a metal detector since I was 16 and I am now 60. I will now tell you the routine

that is used when metal detecting. Upon finding something on the ground you are checking the

detector will show what is there and the depth it is likely to be. The detector then pinpoints the

exact position of the target You cut with a trowel 3 to 4 inches from the centre but not a complete

circle more like a horseshoe shape so this leaves like a hinge to fold back the earth this prevents it

from having no growth disturbance afterward. Now the soil patch is flipped back you use what is

called a pinpointer shaped like a rather thick pen, this acts as a mini detector and locates the find.

Any soil that is removed from the hole is placed on a towel. When the item is found the soil is

poured back into the hole and the grass patch is returned to the hole and gently firmed down with

the foot. If this is all done correctly it will be as before it was touched. The depth of the holes varies

but not greater than 6 inches with the machine I will be using. Any rubbish items that are found like

bottle tops etc will be collected and disposed of.

I hope this gives a clearer view of how metal detecting is performed and helps dismiss some of the

bad things that are generally thought of in this hobby. Thank you.
