Former Leicestershire Police Officer Maciej Dabrowski , Found Guilty of Gross Misconduct 

A former Leicestershire police officer who committed gross misconduct while off-duty would have been dismissed without notice if he had still been serving, a hearing has found.

The accelerated gross misconduct hearing heard that on 3 April this year, former Police Constable Maciej Dabrowski was driving to work with a colleague when he reversed the vehicle and collided with a parked car, causing minor damage to both vehicles.

Dabrowski was aware of the damage but asked his colleague to leave the scene without providing his contact details. He also asked his colleague to not tell anyone at work about the collision. Dabrowski did not report the collision at work either.

The collision was later reported by Dabrowski's colleague.

At the hearing, which was conducted by Chief Constable Rob Nixon, it was found that gross misconduct was proven.

Chief Constable Nixon said: "Former PC Dabrowski was within his first two weeks in the force at the time of this incident. He acted dishonestly and without integrity – this behaviour will not be accepted in our force. The public and our force rightly expect the highest standards of professional behaviour from all our officers and staff.

"Former PC Dabrowski has accepted his wrongdoing and subsequently resigned from the force. If he had still been serving, he would have been dismissed without notice.

"I do want to acknowledge the actions of former PC Dabrowski’s colleague who acted with candour and integrity throughout to ensure this incident was dealt with swiftly and professionally and in line with the highest standards which are rightly expected from us."

Leicestershire police constable Lynsay Watson was dismissed for creating fake Twitter personas to send abusive messages to a member of the public.

She called Mr Miller, founder of campaign group Fair Cop, a “Nazi”, a “fascist”, a “bigot”, and a “narcissist”. PC Watson also doctored photos to suggest he was violent toward women, and labelled the Fair Cop group “domestic terrorists”.

PC Watson accepted at a hearing that her Tweets breached the standards of professional behaviour expected of her in her role, those of authority, respect and courtesy, orders and instructions and discreditable conduct. She also accepted this amounted to gross misconduct.

However, Detective Sergeant Andy Spence, who was representing her from the Leicestershire Police Federation, told the hearing PC Watson had been advised to use anonymous accounts online by her superior. She denied breaching the standards of honest behaviour as a result. Leicestershire Police accepted she had been advised to use anonymous accounts. However, PC Watson was still found guilty of dishonest conduct as she “had made assertions [about her identity] which were not true and that she did not need to make” and that went “well beyond seeking to maintain anonymity”.

Sergeant Spence added PC Watson felt she was acting in accordance with the police’s whistleblowing guidelines as Fair Cop states it has police officers as members of its group. She was using Twitter and her accounts to try to find out who those officers were, he added, as she felt this was necessary to protect people in the wider LGBT+ community.

Chief constable Kate Meynell, who was deciding on the case, said she was “not there to examine the validity of” PC Watson’s beliefs nor those of Mr Miller and Fair Cop, but to examine the conduct of PC Watson. She said: “I accept that the officer holds deep views on this subject and that those come from her personal experiences both in life and in policing. "I also accept that she has a right to set those views out and to defend and debate them. However, as a serving police officer this must be done in accordance with the standards of professional behaviour.”  “The content of the officers Tweets is not in keeping with debate,” she added. “It is abusive, insulting and certainly discourteous. Referring to people as terrorists, Nazis and doctoring photos to suggest that they are violent towards women is conduct entirely divorced from proper debate.”

The Tweets were quickly linked to PC Watson as a serving police officer and brought discredit on the profession, the chief constable added. There were also elements of premeditation here, she added, as the accounts were set up with a specific intention.

PC Watson was dismissed without notice and added to a barred list.

On October 26, 2023,, armed police surrounded and searched an apartment near Burley Road in Oakham, Rutland, England. Police dog handlers and a drone were also seen in the area. This is the second time within 24 hours that armed police have been active in the Burley Road area.

According to a spokesperson for Leicestershire Police, the police were looking for a person they wished to speak to. However, the person was not found in the apartment. The spokesperson also said that it is highly likely that police will continue to be active in Oakham until the person is found.

Eyewitnesses reported seeing armed police officers surrounding the apartment building and shouting for a person to come out. They also reported seeing police dog handlers and a drone in the area. The police operation lasted for several hours.

It is not yet clear why the police are looking for this person, or what they are suspected of doing. However, the police have said that there is no risk to the public. The person does not reside at the property and it has been very distressing for the person who does live at the address.

Residents Urged to Be Vigilant

Leicestershire Police have urged residents in Oakham to be vigilant and to report any suspicious activity to the police. They have also said that anyone who has any information about the person they are looking for should contact the police on 101.

On October 25, 2023, residents of Oakham, Rutland were surprised to see a police helicopter flying overhead. The helicopter was reportedly responding to an isolated incident in Woodland View, Oakham.

Rutland Police posted a message on social media, asking residents not to be alarmed by the increased police activity. The post said that the police would update the public in due course, but no further information was released.

The helicopter was spotted flying over the town at around 2:30pm. It was circling low over the Burley Road area for around 20 minutes before flying away.

Today, I examined the bench and found no graffiti, but I did find bird poop. 
Based on the location of the hanging basket bracket above the bench, 
I hypothesize that the birds sit on the edge of the basket when it is present and poop on the bench. 
When the basket is absent, there is no fresh poop. 
Why don't Town Council send their maintenance man out to clean it?  


Cllr Lucas is known for her obsession with removing and replacing old concrete benches. She has already had the Queen's Silver Jubilee bench removed and replaced, and the brass plaque commemorating the Queen's Jubilee was also thrown away. The new benches are ugly and cost more to maintain.

Cllr Lucas is sure to bring back her "bench replacement program" to council. Over the years, thousands of pounds have been wasted on removing and replacing benches throughout the town. Some benches have not been replaced because people did not like people sitting on them, apparently because they cause a nuisance. This is the same reason why Cllr Adam Lowe would like the benches removed from the shelter in Cutts Close.

Cllr Buxton suggests that cruel pigeon spikes be put on the Wilko building, but this is another waste of money because the RSPCA will remove them.

Finally, why is Cllr Lucas conducting council business by letter and not attending meetings? She was co-opted to attend meetings and represent the residents of her ward properly.

In summary, Cllr Lucas' bench replacement program is a waste of money and resources. The new benches are ugly and cost more to maintain, and some benches have not even been replaced because people did not like people sitting on them. Cllr Lucas should focus on representing the residents of her ward properly instead of attending meetings by letter.

Rutland Pet Festival a Huge Success

Top three winners of the prettiest female dog.

The Rutland Pet Festival, held at Oakham Castle on Sunday, October 8, 2023, was a huge success, with a wide variety of activities and stalls for both pets and their owners to enjoy.

 

The event was well attended, with people from all over Rutland and the surrounding areas coming to see the various competitions, stalls, and demonstrations. Cllr Chris Nix, Oakham's Deputy Mayor, judged the various categories, including best best fancy dress.

The Market Place, Castle, and Castle grounds were all filled with stalls selling food and drink for humans, as well as pet supplies and pet art. Rutland And Stamford Sound attended the event, and Rob Persani commentated for the competitions.

The weather was extremely good, which added to the atmosphere of the day. Everyone seemed to have a great time, and the event was a resounding success.

Here are some of the highlights from the day:

The dog show was a big hit, with a wide variety of breeds competing for prizes.

The agility course was also popular, with dogs of all ages and abilities showing off their skills

The pet art stalls were a great opportunity to buy unique and special gifts for your furry friends.

The food and drink stalls were kept busy all day, with people enjoying everything from burgers and hot dogs to ice cream and cakes.

Overall, the Rutland Pet Festival was a fantastic event for all the family. It was a great opportunity to celebrate the special bond between people and their pets, and to show off our furry friends to the world.











































I hope the lady who was taken to hospital from the pet festival is feeling better today. She suffered head injuries.
