Rutland Villagers Mobilise to Preserve Ryhall Library in Response to Budgetary Cuts

This morning, a significant assembly of residents from Ryhall gathered at the Rutland County Council Offices in Oakham to protest the proposed closure of their local library. The protesters joined the cabinet meeting, the attendees expressed their strong opposition to the council's draft budget, which includes a recommendation to shut down Ryhall Library 'a valued community resource'.

The controversy surrounding the library's future has intensified following the cabinet's approval of a budget proposal that could lead to its closure and the potential sale of the building. Until recently, the library was included in a budget initiative aimed at improvements across three other public libraries in the county. The council had allocated £70,000 from various funding sources, including the Arts Council, for enhancements. However, updated assessments indicate that the necessary work may cost £150,000 an amount the council has deemed financially prohibitive.

Councillor Andrew Johnson, who presented the draft budget, articulated the challenging financial climate confronting the council: "The financial outlook for the council has never been so uncertain." He addressed the significant pressures stemming from a reduction in funding from the new Labour government and the elimination of a grant designated for rural authorities. Consequently, Rutland County Council is proposing an increase of 4.99% in council tax for residents.

Attendees at the protest expressed their dissatisfaction regarding the lack of communication about the library's potential closure. Many voiced concerns about the impact on the community, particularly as the library plays a crucial role in supporting vulnerable individuals. Resident Natalie Forkin articulated, “The closure of Ryhall Library would constitute another detrimental decision for societal cohesion.”

In a concerted effort to galvanise support, residents submitted a petition with nearly 1,400 signatures to the council. In response to calls for increased transparency, Councillor Christine Wise acknowledged that there should have been improved communication with the volunteers who assist in operating the library. She emphasised, "It is essential to remember due process in employment law and contract law," while expressing a desire for innovative solutions to preserve the library's operations.

The ultimate decision regarding the library's fate lies with the full council, which will convene for a budget-setting meeting on February 27, 2025. There remains the possibility for council members to propose amendments that could facilitate the library's continued operation.

The action group established by residents intends to convene another meeting on January 22 to explore strategies for advocacy, while the issue will also be discussed at the parish council's meeting on February 3.

With the community rallying to support their library, the residents of Ryhall demonstrate a steadfast commitment to preserving an institution that is integral to their heritage and serves as a cornerstone of local engagement. The resolution of this matter will ultimately depend on the community's advocacy efforts and the council's receptiveness to their concerns.
