Anglian Water Applied for a New Premises Licence for Kiosk Near Normanton Church, Rutland Water.
Rutland County Council Licensing Meeting was held 27th April 2023
This was possibly the worst council meeting I have ever witnessed. Fortunately it is the last one.
Rutland County Council considered a new premises licence to Anglian Water on 27th April 2023 for a kiosk near Normanton Church. The kiosk will sell refreshments and snacks to visitors to the church and surrounding area.
The application was met with some opposition from local residents, who raised concerns about noise and litter.
Anglian Water said that the kiosk would be a valuable asset to the community and would provide a much-needed service to visitors to the church and surrounding area. The company also said that it would take steps to mitigate any potential noise and litter issues.
Background
Anglian Water is a water company that provides water and sewerage services to customers in the East of England. The company has been operating in Rutland since 1974.
Normanton Church is a Grade I listed building that dates back to the 12th century. The church is a popular tourist destination and is visited by thousands of people each year.
The Application
Anglian Water applied for a new premises licence for a kiosk near Normanton Church in February 2023. The kiosk would be located on land adjacent to the church and would sell refreshments and snacks to visitors to the church and surrounding area.
The application was met with some opposition from local residents, who raised concerns about noise and litter. Some residents also expressed concerns about the impact of the kiosk on the character of the area.
The Licensing Committee's Decision
The Rutland County Council licensing committee met on 27th April 2023 to consider the application. The committee heard evidence from Anglian Water, local residents and ward councillors.
The public and press were excluding from the meeting whilst the committee members deliberated. The committee deliberated and run out of time. The Chairman Cllr Edward Baines forgot to invite the public back into the chamber as he closed the meeting.
After some time had passed I spoke to Cllr Edward Baines about not inviting the public back in into the meeting and he agreed and said I had raised a good point.
Fortunately Cllr Edward Baines (Conservative) lost his seat at the May local elections. After decades of serving on the council, often elected uncontested until the Martinsthorpe ward was merged with another that has voting residents.
Anglian Water were told they would receive notice of the councils decision at a later date.
The committee was also meant to considered an application from Bills Bar this was heard on the 2nd May 2023 and a new licence was granted to take on board the expansion of the Oakham bar.
