I believe it might have, Mr Haley's communications were full of very inaccurate statements on printed communications published a displayed in prominent public places throughout the ward.
Mr Haley has not stopped harassing since he resigned from the council after members of the public complained he was sexist.
After the last election Leicester Police Professional Standards said all election crimes would be treated seriously in at future elections.
As to date I have not seen or heard any evidence of this.
