The council will review several local planning applications and proposals
Leicester Road: A proposal for the erection of 5 dwelling houses with associated infrastructure (Ref: 2026/1091/FUL)
. Spring Back Way: Multiple applications, including tree works at Woodland House (Ref: 2026/1095/CAT) and revised plans for a detached house and replacement garage at Gower Lodge, 19 Spring Back Way (Ref: 2026/0581/FUL)

2. Neighbourhood Plan (NHP) and National Recognition
The council is set to officially make decisions regarding the Uppingham Town Council Neighbourhood Plan (NHP), which include reviewing the plan, earmarking up to GBP 10,000 from EMR, and granting the NHP Committee authority to appoint a consultant
In a notable nod to the town's proactive approach, NALC has invited Town Clerk Adam Lowe to speak at an upcoming online national event titled "Keeping Plans on Track: The next chapter for neighbourhood plans" in December 2026
3. Town Infrastructure, Assets, and Consultations
Rutland County Council (RCC) Consultations: Discussions surrounding the RCC Local Plan and the Draft Local Transport Plan and Implementation Plan 2
. Public Realm Improvements: Decisions on painting Market Place bollards, reviewing quotes to paint or replace Todds Piece railings, and supporting works on Baines Corner requested by UIB
. Digital Communications: Recommendations from the Communications Working Group to streamline and reduce the number of websites and social media accounts operated by the council
. Contract Tenders & Audits: Reviewing the internal audit interim report and moving toward appointing a new grounds maintenance contractor

4. Financial Updates
Councillors will review the September 2026 financial summaries, bank reconciliations, and year-to-date phased budget reports across multiple accounts (including Hinckley & Rugby Building Society, Lloyds Bank, and Nationwide/Cambridge Building Societies), alongside adopting revised risk matrices and the System of Internal Control Policy from the Finance Committee
Private Session & Staffing Recommendations
As with the preceding Staffing Committee meeting, the evening will conclude with a closed session excluding the press and public under the Local Government Act 1972
