Grant Thornton Oakham Town Council 2016 - 2017 Audit Significant Failure of Governance

The Chairman Cllr Michael Haley wrote to me today and said I should make capital of this
single failing.

Makes a change from we will learn from our mistakes.

In his email he tried to blame the locum clerk Malcolm Plumb for the incorrect
completion of section one of the annual return. Forgetting members now have
copy and can see the return was signed by our Clerk Allison Greaves, Cllr Haley and
the internal auditor.

Section one of the return was not shown to the council when the annual return was
approved, I am not sure why they happened and when I questioned why it was missing
I was ignored as normal.

The Auditors describe the mistakes on section one of the annual return as a Significant
Failure of Governance. I agree but Cllr Haley does not see it as anything to be concerned
about.

Looking at a Grant Thornton Document I see it is highly likely Oakham Town Council
will receive extra charges for a annual return not filled in correctly.

Cllr Haley is making a mess of things at the council.

Only today he says the council does not need to accept the audit reports and there
is no need for the council to distribute it to members of the council.

I am looking forward to his explanation on Wednesday as to why he and his deputy
took LRALC training in finance costing the council and doing so without the councils
approval and the travel expenses he has also claimed without the approval of the council.

I see this expenditure no different to that of the former Mayor who had to resign after
Grant Thorton found he had spent public money unlawfully because the council had not
approved it.
