Labour's motion calling on the government to "bring forward measures to reduce dependency on food banks", was defeated in a vote by 294 to 251, a reduced government majority of 43.
Rutland Foodbank was set up at the end of September to help county residents who struggle to afford enough food.
Since the first session on September 23 a total of 116 people have been referred to the foodbank by doctors, clergy and social services.
