after the Cathedral and the nearby University.

The Constables are trained by Mersey Tunnel Police
another private police force

The Cathedral Constables attested as a Constable by making a declaration before a Justice of the Peace, and have the same powers of 
arrest as Home Office Police;
Cathedral Constables 
have been around a lot longer.

King Edward I (1239 - 1307),  granted cathedral Deans the authority  to appoint constables 

They also have additional powers granted by church law and acts.
