Oakham School New Building,, what is the point of a conservation area in Oakham?

Oakham School New Building

Rutland County Council Conservation Officer always seems
to have an issue with a small business signs around the town.
He never has an issue with Oakham School when they build
large buildings like this one, in the centre of a conservation
area. This large development was approved by planning
officers with delegated power and not the councils planning
committee.

Oakham Town Council's Her Grace Joyce Lucas said
at their meeting "Oakham School always builds nice things"
Has she not seen the blot on what was part of their cricket
field?
