Oakham Town Council 2% Precept Increase 2016 - 2017
Oakham Town Council voted last week to increase the precept demand
limited to a maximum of 2% for a Band D equivalent Property.
One of the biggest increased cost Oakham taxpayers will incur next year is
the wages bill.
Staff have contracts of employment which entitles them to pay rises whatever their
level of performance and if they make mistakes like the accounts this year those
responsible still receive a pay rise, giving the staff little incentive to perform
well. I don't imagine there are many people who have a contract of employment
which guarantees them an annual pay rise?
What I would like to know who wrote the original contracts. The Council should
tear them up as they are obviously very one sided. I know that to be true because
of a recent comment made by our Mayor Cllr Alf Dewis "I would not have agreed
them"
Also the staff have decided to take up there entitlement to opt into a pension
scheme. One member of staff opted out of a pension altogether and took an extra 5%
on top of their salary in lieu of a pension since their employment commenced.
I think some of this money should be paid back There will be no compensation for the taxpayer,
they have opted into a very lucrative costly pension scheme. We are told the contract of employment only allows for membership of the Local Government Pension Scheme.
The wage increases and pension contribution are going to cost the taxpayer
an extra £12,000 + next year.
The council also voted to spend its reserves, I don't know how much reserves the
council holds.
We were told the council will possibly be implementing new software
for accounting in the new year, almost one year on since Streets Accountants
made the recommendation.
It will be good to see a clearer picture of Oakham Town Council's finances
if this ever happens.
Hopefully new accounts software will improve the Clerks health. It seems
he is often sick around the time accounts need to be prepared.
2010 was the first time I noticed this, the previous year the 2009 the
council received a terrible audit report from the external auditor not
a lot has changed since that report.
