A MEETING OF OAKHAM TOWN COUNCIL WEDNESDAY 15TH JANUARY 2014
AT 7.00 PM

AT THE OFFICES OF OAKHAM TOWN COUNCIL,
VICTORIA HALL, 39 HIGH STREET, OAKHAM

AGENDA

1. APOLOGIES - Standing Order 1(u)
(i) To receive apologies for absence
(ii) To decide whether to approve absences

2. DECLARATIONS OF INTEREST
Members are asked to declare, if required:
(i) Any Disclosable Pecuniary Interest they may have in respect to items on the
agenda
(ii) Any other interest they may have in respect to items on the agenda

Members are also reminded to inform the Clerk of any changes in their Register of
Members’ Interests

3. MINUTES (Appendix A)
To confirm the minutes of the meeting of Oakham Town Council held on Wednesday
12th December 2013

4. COUNCILLOR’S QUESTIONS
To answer questions previously notified to the Clerk under Standing Order 8
(Members note that 72 hours notice is now required)

5. CHAIRMAN AND MEMBER’S REPORTS
To receive a report from the Chairman on functions attended and to receive reports
from Members who have attended meetings on behalf of Oakham Town Council
(Members intending to report should inform the Clerk prior to the meeting)

6. CLERK’S REPORT – For information only
To receive a report from the Clerk

7. DEPUTATIONS BY THE PUBLIC
Members of the Public are invited to address the meeting in accordance with
procedures laid down in Standing Orders 1(d) – 1(i)

8. BUDGET 2014 - 2015 (Appendix B)
To further discuss the Council’s budget for 2014 – 2015, to make any decisions as
appropriate and to approve the Council’s budget.

9. STANDING ORDERS (Appendix C)
To review and agree on changes to the Council’s Standing Orders


10. GREEN FLAG MANAGEMENT PLAN 2014 – 2015 (Appendix D)
To review the Management Report and to agree on any other changes required

11. GRANT POLICY (Appendix E)
To review the Council’s Grants Policy and to agree on any changes required

12. LAND AND BUILDING AT 7 CHURCH PASSAGE (Appendix F)
To consider a request from Rutland County Council to approach the Land Registry to
amend the Title for the above and to make any appropriate decisions relating to the
request

13. SUSTAINIBILITY OF SETTLEMENTS ASSESSMENT AND TOWN AND
VILLAGE SERVICES / FACILITIES SURVEY UPDATE
 (Appendix G)
 To agree on any comments to be made to Rutland County Council.

14. SCHEDULE OF PAYMENTS (Appendix H)
To decide whether to approve the Schedule of Payments for the period
December 1st 2013 – December 31st 2013

15. STATEMENT OF ACCOUNTS (Appendix I)
 To decide whether to approve the Statement of Accounts to December 31st 2013
