Oakham Town Council Internal Audit Report 2022 Lincolnshire Council? Minor Discrepancies,

The first thing that jumps out this report is the internal auditor believes Oakham Town Council is a Lincolnshire Council.  

There is still an issue with the asset register.

The budget is still a big issue and has been for many years. The auditor states 'Obviously some high degree of budget accuracy is expected in to justify the precept'  This is of course a legal requirement. My experience and if you look at and video budget setting meeting you can see many councillors have not been interested and in general figures have been been made up. The reserves are still far too high and the council makes up headings for reserves when questioned by the external auditor.

'The minutes should include a record of proposers and seconders to all or some agenda items' minutes should be accurate because they are a legal record of meetings. The minutes used to carry all the required information. 

The internal auditor did not mention publication of documents, the council is currently failing to publish many documents. 

The new Clerk maybe nice and getting on with members of the council. I think it is unfortunate that a unqualified clerk has been employed. The agendas are often muddled and supporting supporting documents when publish are just chucked on website unchecked. often the links don't work. Some like the audit report are publish upside down.
