2. DECLARATIONS OF INTEREST
Members are asked to declare, if required:
(i) Any Disclosable Pecuniary Interest they may have in respect to items on the agenda

Members are also reminded to inform the Clerk of any changes in their Register of Members’

To receive reports from the Chairman and members who have attended meetings on behalf of
Oakham Town Council
(Members intending to report should inform the Clerk prior to the meeting)

5. COUNCILLOR’S QUESTIONS
To answer questions previously notified to the Clerk under Standing Order 9

6. DEPUTATIONS BY THE PUBLIC
Members of the Public are invited to address the meeting in accordance with procedures laid down in
Standing Orders 1(d) – 1(i)

 7. WORKING GROUPS AND STEERING GROUPS STRATEGY (Appendix B to follow)
To receive written and verbal reports and to approve any expenditure from Working and Steering
Groups and to make any decisions as appropriate:
(i) Promotion and Publicity Working Group

8. SUSPENSION OF STANDING ORDER 28
To agree to suspend Standing Order 28 in order that item 9 on the Agenda can be considered

9. PARKING REVIEW PROPOSAL FORM (Appendix C)
To consider the following proposal and to confirm whether or not the Town Council:
(i) Are in support of the proposal?
(ii) Be willing to make a financial contribution?

10. STATEMENT OF ACCOUNTS (Appendices D, Di)
(i) To decide whether to approve the Statement of Accounts to 31
st July 2018
(ii) Members to consider the financial budget to 31st July 2018

 11. AUTHORISATION OF PAYMENTS BY RESOLUTION OF THE RECREATION, PLANNING
AND GENERAL PURPOSES COMMITTEE
(i) Resolution 31/19 – Civic Flag - £400 + VAT (£480.00)
(ii) Resolution 32/19 – Cutts Close railing painting - £2785.20
(ii) Resolution 35/19 - Goal posts for Royce’s Recreation Ground - £179.94 + VAT (£215.93)

12. AUTHORISATION TO PAY INVOICES OVER £5000
 To authorise payments of the following:
(i) The Christmas Decorators
Invoice No. 100223 for £9380 + VAT (£11256)
50% commitment to proceed for 2018 – Year 1 Christmas Rental Agreement
(ii) Martin Cowman Ltd
Invoice No. 6048/6042-4015K for £57,359 + VAT (£68,830.80)
Reconstruction of lower and upper paths in Cutts Close

 13. RECREATION, PLANNING AND GENERAL PURPOSES COMMITTEE (Appendix E)
The approve the Terms of Reference of the committee

 14. WORKING GROUP STRUCTURE
(i) To appoint 1 new member to the Finance Working Group
(ii) To appoint 1 new member to the Policies and Procedures Working Group

 15. RENTAL AGREEMENT WITH THE CHRISTMAS DECORATORS (Appendix F)
To decide whether to authorise the signing of the Rental Agreement
