1. APOLOGIES - Standing Order 1(u)
(i) To receive apologies for absence
(ii) To decide whether to approve absences

2. DECLARATIONS OF INTEREST
Members are asked to declare, if required:
(i) Any Disclosable Pecuniary Interest they may have in respect to items on the agenda
(ii) Any other interest they may have in respect to items on the agenda
Members are also reminded to inform the Clerk of any changes in their Register of Members’
Interests

3. MINUTES (Appendix A)
To confirm the minutes of the meeting of Oakham Town Council held on
Wednesday February 24th 2016

4. COUNCILLOR’S QUESTIONS
To answer questions previously notified to the Clerk under Standing Order 9
(Members note that 72 hours’ notice is now required)

5. CHAIRMAN AND MEMBER’S REPORTS
To receive a report from the Chairman on functions attended and to receive reports from Members who have attended meetings on behalf of Oakham Town Council
(Members intending to report should inform the Clerk prior to the meeting)

6. CLERK’S REPORT – For information only
To receive a report from the Clerk

7. DEPUTATIONS BY THE PUBLIC
Members of the Public are invited to address the meeting in accordance with procedures laid down in
Standing Orders 1(d) – 1(i)

8. WORKING GROUPS AND STEERING GROUPS STRATEGY ASSURANCE
To receive written reports from Working Groups and Steering Groups and to make any decisions as
appropriate
(i) To note a report from the Oakham Community Centre Working Group (Appendix B)
(ii) To approve the Strategy Assurance document from the Neighbourhood Plan Steering Group
(Appendix C)

9. REVIEW OF COUNCIL STRUCTURE (Appendices D(i) – D(iii)
To consider a report and to make any decisions as appropriate

10. FLORAL DISPLAYS (Appendix E)
To award the contract for supply and maintenance of the Town’s summer floral displays for the period 2016 - 2018

11. GRANT APPLICATIONS
To consider grant applications from the following and to make any decisions as appropriate
(i) Rutland Concert Band (Appendix F(i))
(ii) Oakham Guides (Appendix F(ii))

12. EXTERNAL AUDIT OPT IN (Appendix G)
To decide whether to opt in to the new arrangements for External Audit from April 1st 2017

13. REVIEW OF EFFECTIVENESS OF THE COUNCIL’S SYSTEMS OF INTERNAL CONTROL
(Appendix H)
To consider a report and to make such decisions as appropriate

14. PAYMENT OF INVOICE OVER £5000
To authorise the payment of Invoice Number 21027527 for £5165.00 to Zurich Municipal.
(Members are asked to note that this will not be paid until after April 1st 2016)

15. SCHEDULE OF PAYMENTS (Appendix I)
To decide whether to approve the Schedule of Payments from 1st February 2016 – 29th February 2016

16. STATEMENT OF ACCOUNTS (Appendix J)
To decide whether to approve the Statement of Accounts to 29th February 2016
