Oakham Town Council to consider outsourcing payroll to avoid financial risk.
On Monday the staffing committee met to discuss the payroll system and
agreed to make recommendations to full council.
"Currently officers manage and process their own payroll, this leave them and the Council open to financial risk"
I although the cost of outsourcing does not seem at this stage much different from keeping it in house
I can't really see how outsourcing help reduce risk. If a officer reports to whoever outside the council they have worked 50 hours instead of the normal 40 when they have only worked 30 how does that
reduce the financial risk. Both our officers are employed with a high level of trust. Both have unrestricted access to the councils online banking and could clean out the councils account but don't.
I am not sure why this proposal is being made, has there been an error with the payroll we are not being told about?
