Oakham Town Councillors voted against the Town Clerks proposal to award the contract for cleaning the toilets in Church Street without tendering

Oakham Town Councillors voted against the Town Clerks proposal to award the contract
for cleaning the toilets in Church Street, Oakham, without tendering.

The Town Council is now advertising for people to tender for this very lucrative little part-time job.

Oakham Town Council currently pay AA Cleaning Services Toilet Cleaning £1,402.80 a month

opening hours were restricted after the contract was awarded, because the cleaner complained that when they were cleaned late afternoon they were made dirty by those using them and in the morning when the toilets were reopened it looked as if they had not been cleaned? 

(the contract states the loo's must be cleaned after they  are closed each night, there is little point of a contract if the contractor can change it as they go along)

Despite this reduction in opening hours no money was cut from the contract. 

I wonder if this is why Rutland County Councils toilets in John Street were closed more than they were ever open? The same company had that contract and were paid a lot less for working in bigger dirtier toilets.

If their is a Town Council event in Cutts Close the cleaning is paid around £150 extra one off payment
to attend to check the loo's and clean if required. There is no evidence that this extra attendance 
is required.

The last time the contract was renewed AA Cleaning Services were the previous contract holders.
Their bid was shrouded in suspicion. After Councillors were informed by the Clerk AA Cleaning Services were not happy with their sealed bid, they withdrew it after others were tendered, claiming they made an error, they resubmitted and were awarded the contract.

If the Town Council were to employ a part time cleaner this would only cost the tax payer 
around £600 a month and the one of events £6 - £12

The Council rarely looks at value for money, There are of course huge variations in most of it payments for services, for example the internal auditor is only paid £150 once a year. 

If you pay an accountant that level of fee I am sure you don't get much for your money. 
The current accountant has been doing a basic internal audit since the last one was booted  after the external auditor said she had become to close to the council. 

Silly external auditor that's how everything is run here in Rutland.



Toilet Cleaning Contract

Oakham Town Council is seeking tenders from interested parties for the cleaning contract for the public toilets located in Church Street Car Park, Church Street, Oakham.

The Contract is for the three year period October 1st 2013 - September 31st 2016.

The closing date for submissions is noon on Friday August 30th 2013
