they have failed to submitted to the external auditor due to "mistakes"

Report:
At a previous meeting Oakham Town Council agreed to appoint
an accountant to review the 2014 - 2015 accounts.
It appears there was some confusing surrounding what my
proposal actually was.
Cllr Adam Lowe asked if anyone wanted to propose an auditor
was called in.
I proposed a full and thorough audit.
We have been told there were a number of entries
entered into the accounts in error. Money recorded
when not actually received.
My concern is knowing these mistakes were made, how
did the person preparing the accounts and annual return
get the accounts to balance.
Proposal:
I propose Oakham Town Council appoint an external auditor
to conduct a audit of the 2014 - 2015 accounts.
