A significant security breach at Oakham Town Council has led to a formal police complaint after a former councillor was allegedly caught on camera inside the council offices after hours. The incident, described as "criminal trespass," has prompted an immediate overhaul of the building’s security and sparked a heated exchange between council and the accused.

On February 20, 2026, Deputy Mayor Paul Ainsley filed an official crime report (CCR-3870-26-3300-000) with Leicestershire Police following instructions from the Town Clerk. The report details an incident occurring on the evening of February 19 at the Oakham Town Council chambers located at ROL House. Low Row, Oakham.

According to the filed report:

The council chamber was allegedly broken into while the building was locked and empty.

Internal security cameras captured an intruder entering and leaving the premises while the lights remained off.

It is alleged the intruder was identified as a former councillor.

In an email sent to all members last week, Cllr Ainsley confirmed that "suspicious activity" had compromised the integrity of the council property. In a swift response to ensure the safety of staff, the council has implemented the following protocols, The locks to both the main ROL House offices and the civic chamber have been changed.

Video footage and a formal report have been handed over to the police for investigation.

The Town Clerk has expressed deep frustration over the breach, stating, "I am to say the least concerned and angry over this totally unacceptable incident. I place the safety and security of our staff as paramount."

The situation has turned contentious, with the accused former councillor denying any wrongdoing. In a brief communication, the individual countered the council’s narrative, claiming that "the professionalism and erratic behavior of some staff are concerning."

Despite these claims, the council is treating the matter as a serious criminal concern. The Town Clerk noted that because the video evidence is now part of an active police file, no further public comment can be made regarding the specifics of the footage.
