The Police and Crime Commissioner’s Election, Police and Crime Panel

In the news we are given the impression the new Commissioner will be an all powerful person.
reading the little information that is available, I don't believe this true.
The newly elected Commissioner will have to set up a panel made up mainly local political people.
The panel will be able to overrule the Commissioners decisions and have little control over the chief
constable only having powers to invite him or her to appear before them. What happens if the invitation is refused?
The Commissioner’s work will be scrutinised by a Police
and Crime Panel (PCP) made up of representatives from
local authorities across Leicester, Leicestershire and
Rutland, plus additional co-opted members.
This Panel forms a key part of the checks and
balances within the new policing landscape. It will
not scrutinise the performance of the force – that is
the role of the Police and Crime Commissioner. The
Panel will scrutinise the actions and decisions of the
Commissioner.
As part of its role, the Panel:
Will review the police and crime plan and annual
report;
Has the power to reject the Commissioner’s
proposed council tax precept for policing;
Can demand that the Commissioner attends its
meetings to explain his or her actions;
May invite the Chief Constable to appear before
them;
May refuse to sanction the Commissioner’s
proposed appointment of a Chief Constable.
I have read every English candidates waffle available, it soon became clear to me that many candidates have not read the job specifications.
Many of them feel they will be running the police force.
Many claim to be robo cop "zero tolerance"
One Liberal Democrat is offering to be charitable, by donating the difference between her current salary to charity.
The pay of £75,000 is rather high for what I see is a chairman of a panel, that cant really hold a chief constable to account if he or she refuses to accept an invitation to appear before that panel.
I went to my empty polling station this evening, I did not vote.
I believe this new role and the panel has been created to justify political interference that is already happening
