I received the following from a reader:



Dear Mr Brookes,
                               I recently came across this webpage which I found rather intriguing.

It declares Cllr Richardson to be bankrupt. Is he not the same man to be claiming to fight Rutland County Council against corruption?

Yet it seems he himself is not taking responsibility and paying his bills. Is this not corruption from his part??

I would like to say keep up the good work. It is nice to know that someone cares enough for the community.

Local Government Act 1972 - local government councillor

Formerly an undischarged bankrupt could not hold office as a member in local government or local authority, nor could he/she hold this office within 5 years of receiving his/her discharge.  The position changed on 1 April 2004 with the coming in to force of Section 267 of the Enterprise Act 2002 which means that an undischarged bankrupt is not disqualified from so acting (consequently there is also no disqualification from so acting in the 5 years following discharge from bankruptcy).

This means that an existing member against whom a bankruptcy order was made could continue to act as a member.

bankruptcy does still a person from holding many other public positions, such as School Governors,
Charities, Trustees and even being a MOT tester.

UKIP Cllrs Gale, Richardson and Wainwright declared an interest at this evenings full council
meeting. Cllr Gale the UKIP leader said he would not be remaining in the room at the point of
the meeting when councillors were considering the Site Allocations & Policies Development Plan Document due to criminal activities associated to the document.

Both Cllrs Richardson and Wainwright declared the same interest.

The Councillors departed and the document was considered.

After some members had spoken Cllr Gene Plews raised the issue of the police investigation and
quoted the incident number 472. It's good to see the apparent cosy relationship between council
and police still exists, Surely that information is protected by data protection? An act the local
police enforce when it appears to suit them.

At this point the monitoring officer read out a prepared statement,

The council denies the allegation and claims they are made up like all the past allegations.

Later in the meeting Cllr Poppycock asked when will the statement be read out in front
of the UKIP members? so they can apologise.

The allegation relates to agreements and sales made between the council, Bellway Homes
and Tresham College.
