If you really want to know what is going on with Councils you need look no further than Peterborough City Council, which interestingly enough Rutland Council works ever closer with, no doubt they need Rutland’s money as well to pay these extortionate reported salaries. The question has to be why would Rutland Council even look to link with Peterborough City Council, certainly there is no natural or traditional link, although Peterborough is now closely involved with setting the housing allocation for Rutland?
Of course the link may be that Peterborough is another Conservative controlled Council, being run by colleague of Rutland Council Conservative Deputy Leader, Mr King, that is the Conservative Leader of Peterborough City Council, Mr Marco Cereste. Mr Cereste is also Chairman of Larkpoint Limited, a subsidiary of Larkfleet Group. Larkfleet’s other subsidiary Hawksmead Limited was given planning permission for 1100 houses in Oakham on land which sat outside of the Structure Plan Boundary, land that was bought through Hawksmead for the agricultural value of £12,000 an acre or £3M for 250 acres, which then became worth, with the subsequent planning permission, anything between £50M and £100M.
The same Larkfleet is currently challenging the Uppingham Development Plan and is the same Group that bought the Rutland Agricultural Society Old Showground for development under Hawksmead. Under the rules of the Charities Commission any such land held by a Charitable Trust has to be offered on the open market and approved by the Charities Commission. The sale was originally agreed under an “option for sale” with Hawksmead, one assumes that this was run by the members of the Rutland Agricultural Society first and that those members have had sight of all Agreements and have been able to see the Minuted discussions/meetings with Hawksmead, along with seeing the recorded Minutes of all of the Trustees Meetings, in order that the members were able to give their considered approval and support for any plans being made on their behalf by the Trustees.
Now take a look at the “Interim Chief Officers” pay for Peterborough, don’t know about Mr Terry Rich it looks as though it should be Mr “Very Rich”!:
Terry Rich Interim Executive Director - Adult Social Care ASOC 204 days £203,746
Paul Tonks Interim Head of Business Transformation CORP 106 days £99,094
Jean Imray Interim Assistant Director - Safeguarding Families 59 days £44,822
Malcolm Newsam Interim Executive Director - Children's Services 176.5 days £161,453
