Uppingham Town Council convened for its Full Council meeting on 1st July 2026, navigating a packed agenda covering local fees, infrastructure projects, planning objections, and council administration.
In an effort to support the local community, the council decided to freeze market trader, allotment holder, and Town Hall user fees for 2027 at their 2026 figures. Alongside this, amended cemetery fees were adopted to take effect from 1st April 2027. Local organisations will also see financial relief, as the council agreed to stop recharging road closure fees to community groups absorbing the costs internally, though commercial ventures remain excluded and adopted an amended Grants Policy.
Several infrastructure and amenity improvements were also given the green light. The Amenities Committee secured approval for up to three skips at £570 each and an £1,100 timber five-bar gate for an access path, both funded through the allotment budget. Meanwhile, cemetery path repairs costing just under £12,000 will be supported by Community Infrastructure Levy (CIL) funding. To boost public facilities and security, the council approved a £2,500 Auto Door Lock Control system for the public toilets via the 4215-maintenance budget, subject to the Town Clerk's due diligence, and dedicated £2,800 in CIL funds to upgrade and replace older CCTV cameras across the Market Place and parts of the High Street.
Planning matters drew significant discussion, resulting in mixed outcomes. The council raised no objection to the listed building application at 3 Market Place (2026/0677/LBA), supporting the conservation officer's views. However, councillors strongly objected to a proposed covered sheep manure store at Clatterpot Farm, Bisbrooke (2026/0690/FUL), citing its close proximity to residential properties and a failure to meet agricultural and odour assessment guidelines. For 38 Leicester Road (2026/0670/FUL), the council expressed concern over the bulk effect of a rear extension on number 36 and agreed to support neighboring objections. Additionally, the council suggested Dennis Wright and Caroline Crombie as street name ideas for the new Ayston Road development and voted against accepting Rutland County Council's offer to transfer local green spaces and play areas.
On the administrative front, the council resolved to re-engage its internal auditor for a three-year term and agreed to put grounds maintenance out to tender with schemes split between 24 and 18 cuts. Councillors also adopted an amended investment policy and agreed to merge the Financial Oversight and UTC Constitution Policies into a single "Systems of Internal Control" document for final committee review. Mr. J. Hayden was successfully co-opted onto the Town Council, and the Clerk was instructed to notify Rutland County Council that the town council had no comments regarding the housing allocation consultation.
