Rutland County Council Advances to First Key Stage in Drafting New 2026–2046 Local Plan
Rutland County Council has reached a critical milestone in shaping the county's future growth by reaching Gateway 1, the formal starting point in the preparation of a new Local Plan.
The formal preparation phase commenced on 31 October 2026, triggering a mandatory 30-month timeline set by national planning guidelines.
The decision to initiate a replacement plan comes amidst changing national mandates. Rutland currently has a submitted Local Plan covering 2021 to 2041, which is undergoing independent examination and is anticipated to achieve legal compliance and soundness. However, revisions to national planning policy introduced by the government unexpectedly altered local requirements, more than doubling Rutland’s mandatory annual target from 123 to 269 new homes per year.
Although national regulations permit the authority to proceed with adopting its 2021–2041 framework, work had to start immediately on a replacement scheme capable of satisfying the expanded numbers.
Achieving Gateway 1 signifies that independent experts will now review the council's baseline evidence, identified issues, and preliminary strategic direction. Councillor Paul Browne, Cabinet Member for Planning, highlighted the procedural nature of this landmark step, emphasising that Gateway 1 evaluates whether the underlying evidence and process are robust enough to move forward, rather than approving specific development sites or planning proposals. The overarching objective remains focused on ensuring Rutland retains balanced provision across housing, employment, healthcare, schools, and environmental protection.
The announcement builds upon preliminary work conducted earlier in the year, including a public scoping consultation and a call for potential development sites.
