Mindfulness & Meditation: Kickstart your Wednesdays from 10:30 am to 11:30 am. These sessions offer a dedicated hour to breathe, center yourself, and develop tools for managing daily stress.

Art and Crafts: Wednesday afternoons (2:00 pm – 4:00 pm) are dedicated to hands-on creativity. The sessions alternate between:

Christine Wise has been elected as the new Leader of Rutland County Council following a vote by councillors.

The leadership election took place during a Full Council meeting on Thursday 26 March 2026. Cllr Wise was nominated by Rosemary Powell and secured 19 votes from the 25 councillors present.

In her first statement after being elected, Cllr Wise said:

“I’m immensely proud to have been chosen as the Leader of Rutland County Council. I’m also incredibly humbled by the support I've received from my fellow councillors. This is a local authority that has achieved a huge amount for its residents, with much more still to do. In a world that seems to grow more and more uncertain by the day, we have one purpose as a group of 27 councillors and that is to secure the best possible future for our communities. I look forward to working together and working harder than ever to achieve this.”

Following her appointment, Cllr Wise confirmed the initial members of her Cabinet, with specific portfolio responsibilities to be announced at a later date. Those appointed are:

The departure of Cllr Gale Waller (Lib Dem) as Leader of Rutland County Council was formalised last night during a meeting in Oakham, where it was confirmed she is stepping down from both her leadership role and the council’s cabinet. The move, was framed by Cllr Waller as a necessary step for "succession planning" ahead of the major structural changes facing the county.

Addressing the chamber, Cllr Waller reflected on a tenure marked by intense pressure from central government, specifically regarding the "curved ball" of Local Government Reorganisation (LGR) delivered in late 2024. While the administrative map of the region is set to be redrawn, she claimed a personal victory in the preservation of the county’s identity. She told colleagues that she had lobbied ministers extensively to retain Rutland’s civic status, assuring the public that while administrative boundaries will inevitably change, the "essence of Rutland" will remain intact.

The decision to resign now is rooted in a desire for long-term stability that Cllr Waller admitted she cannot personally provide. In a significant disclosure regarding her political future, she announced that she does not intend to stand for re-election when voters go to the polls in 2027. With a shadow council scheduled to be elected that year to oversee the final transition to a new administrative unit in 2028, she argued that it is vital for the current leadership to consist of individuals who will still be in office to see the process through to its conclusion. She emphasised that continuity is currently the council's most important requirement, and by stepping aside, she allows a successor to establish themselves before the transition begins in earnest.

Despite the focus on the council’s uncertain future, Cllr Waller used her final statement to defend her administration’s record over a difficult period. She described inheriting a council in 2023 that was plagued by a "serious deficit" and stalled transformation programmes. She noted that under her leadership, the authority has stabilised its finances to the point where a council tax increase of just 2% is projected for next year. She also pointed to the successful rollout of the Demand Responsive Transport (DRT) system and the modernisation of the waste collection fleet as evidence of a council that remained focused on service delivery despite the looming distractions of reorganisation.

Cllr Waller thanked both officers and fellow councillors for their support during a period of upheaval.

"It has been an honour to lead this small, but beautifully formed, Council. Rutland is a very special place and one of which we are rightly proud.

When I became Leader I had not anticipated the difficulties the County was in: our budget was heading towards a serious deficit; difficult decisions had been delayed or avoided and the transformation programme had stalled. In some areas we had significant staff shortages but under my Leadership we got the budget under control—indeed to the point where we only need to increase council tax by 2% next year. The transformation programme is back on track and staffing levels are far better. Under my leadership we purchased waste trucks to improve the efficiency and cost effectiveness of our waste collection and are on track to meet the Government’s requirements for food waste collection; unlike many other councils.

We purchased busses which has enabled the rollout of the DRT system so that every resident in Rutland has access to public transport; something many rural areas envy. And, despite the setback of not receiving heritage lottery funding for the museum we quickly reviewed our options and developed a phased approach, which has begun, to establishing a vibrant cultural centre in Oakham. I am proud of what we have achieved under my leadership; so why stand down?

What I have not mentioned, colleagues, is the curved ball the Government threw at us late in 2024 in the form of Local Government Reorganisation. I think it safe to say that if left to our own devices we might well have tried to expand Rutland by joining with neighbouring authorities but we would not have confined ourselves to the LLR footprint Government required. Nevertheless we did our best in a difficult position and managed to submit a proposal that was the least worst option under the circumstances.

During this process I lobbied hard to retain Rutland’s civic status and am very pleased, as I announced at the last Council meeting, that I was successful. Rutland’s administrative boundaries will change but the essence of Rutland will remain.

Ministers will make their decisions on LGR and whatever the outcome this council, and the shadow council elected in 2027, will create the new administrative unit. I believe in succession planning and as I am not intending to stand in 2027 it is important whomever leads the Council now is around to finish the job as a councillor of the new authority in 2028. Continuity is key and I cannot provide that continuity.

Thank you to everyone who has supported me during my time as Leader; councillors and officers alike. It has been a difficult period for us all and LGR has had the potential to distract from the day job so real credit must go, to officers in particular, for not allowing this to happen. And finally, thank you to our Chairman for allowing me the time to complete this statement.

Legislative assurances from the government are also cited as safeguarding the county’s historic rights, privileges, and broader civic identity.

Regarding leadership, Cllr Waller has indicated that her decision to resign is linked to the completion of these arrangements. Having secured the stated protections and overseen the formal submission for reorganisation, she considers her primary objectives fulfilled.

Her statement further points to the planned establishment of a “Shadow Council” in 2027, which will prepare for the new authority due to take effect in 2028. In this context, she argues that leadership should transition now to an individual intending to serve through that period. By confirming she will not stand for re-election in 2027, she presents her departure as a step aimed at ensuring continuity during the transition process.

A woman in her sixties remains in a serious condition in the hospital today following a road traffic collision in the heart of Oakham yesterday afternoon.

The incident, which occurred at approximately 1:55 PM on Wednesday, March 25, drew a significant emergency response to the High Street. According to Rutland Police, the collision took place near the junction with Church Street and involved a pedestrian and a white Ford Transit van.

The van was reportedly traveling toward Catmose Street at the time of the impact. While the driver of the vehicle was uninjured, the female pedestrian sustained life-threatening injuries and was rushed to the hospital for urgent treatment.

Officers from the force’s Serious Collision Investigation Unit (SCIU) have taken the lead on the case. Investigators spent much of yesterday afternoon at the scene, cordoning off the area to gather evidence and conduct initial inquiries.

In a statement released this morning, authorities addressed the spread of misinformation regarding the incident. Despite rumors circulating on social media yesterday suggesting the collision had been fatal, police confirmed the victim is alive, though her condition remains critical.

The police are now looking to the public to help piece together the moments leading up to the crash. They are specifically asking for Anyone who saw the collision or observed the van or pedestrian prior to 1:55 PM.

Motorists with dash cam footage or local businesses/homeowners with CCTV that may have captured the incident.

"We are appealing to anyone who may have seen the collision or the circumstances leading up to it to please get in touch," a spokesperson for the SCIU stated.

For several years, Rutland was frequently cited as the highest-charging authority in the country, a reputation that has weighed heavily on the small, rural unitary authority. However, while the vast majority of councils across England opted to hike taxes by the maximum permitted 5% this year, Rutland bucked the trend. According to Cllr Johnson, the council has been forced to "drive value for money" while navigating a landscape where national government funding has been stripped away. He argues that the new data tells a very different story than the one residents have grown used to hearing.

Despite the slide down the rankings, Rutland’s tax levels do remain above the national average. Council leadership maintains that this is an unavoidable reality of running a unitary authority in a sparsely populated rural area, where the costs of service delivery are high and central funding is low. However, Cllr Johnson was quick to point out that Rutland is "no longer the outlier it once was."

The move marks a strategic victory for the council, which has long been fighting for a fairer funding formula from Westminster. By moving down the league table despite immense financial pressures, the authority aims to prove that its budgeting strategy is working. For now, the focus remains on protecting essential services while continuing the push for a funding model that better reflects the unique challenges of the country’s smallest county.

The message, delivered by Sgt Palmer, comes in the wake of a "serious incident" yesterday that saw multiple roads closed. While the majority of residents complied with the restrictions, officials have found it necessary to highlight the critical role these boundaries play in the pursuit of justice.

In a direct address to the community, Sgt Palmer thanked those who adhered to the closures but issued a "plea for future reference" regarding the sanctity of a police scene.

"A Police Scene is created to allow for a thorough investigation to be completed," Sgt Palmer explained. "We consider the impact on communities; however, we need to protect vital evidence which is not always visible to members of the public."

Residents hoping to voice their concerns to local law enforcement were met with a change of plans today as the scheduled Rutland Police Beat Surgery was cancelled at the eleventh hour.

The session, intended to provide an open forum for the Essendine community, had to be scrapped due to an urgent, unfolding incident that required the immediate attention of the local policing team. 

A New Date Confirmed

Understanding the importance of community engagement, PC 1741 Holly Bland was quick to issue an apology and, more importantly, a rescheduled date for the diary.

"Apologies to everyone who planned to attend today’s Essendine Beat Surgery," PC Bland stated. "Unfortunately, we had to cancel at the last minute due to officers being required to deal with an incident."

The "good news" for the village is that the surgery has been promptly re-booked. Locals can now meet with their neighborhood officers at the following time:

UPDATE THE ROADS HAVE NOW ALL RE-OPENED

A major section of Oakham’s town center remains under a strict police cordon this afternoon following what authorities are describing as a "serious incident" near the junction of Church Street and Gaol Street.

The closure, which began earlier today, has effectively brought the heart of the town to a standstill. Emergency services arrived on the scene shortly after the incident occurred. This included the air ambulance.

            


Leicestershire Police have established several diversions to manage the flow of traffic away from the scene. The following areas are currently inaccessible to all vehicles:

High Street: Closed from the Wetherspoons (The Captain Noel Newton) through to the Church Street junction.

Market Street: Access points leading toward the High Street have been blocked.

Junction Points: The intersection of Church Street and Gaol Street is the primary focus of police activity  and is strictly off-limits to both vehicles and pedestrians. 

A spokesperson for the police confirmed that the road is likely to remain closed for "some time" as officers conduct their investigations and clear the site.

"We are asking all drivers to avoid the town center and find alternative routes for their commute this evening. We appreciate the public's patience while our teams work at the scene."
