A New Era for Oakham Town Council Embarks on "Reset and Rebuild" Strategy

In a significant move toward organisational renewal, Oakham Town Council has entered a "reset and rebuild" phase, signaling a departure from the operational inefficiencies of recent years. Following high-level discussions between town leadership and Rutland County Council (RCC), Chairman Cllr Martin Brookes has revealed a comprehensive, transparent roadmap designed to restore professional standards and operational effectiveness to the Town Council.

The announcement, which serves as a central theme of the Chairmans report for the upcoming Full Council meeting on Wednesday, 8th July 2026, marks the beginning of a vital journey for the municipality. The initiative follows a highly constructive meeting between Cllr Martin Brookes, the Leader of Rutland County Council Cllr Christine Wise, and Acting CEO of RCC, Angela Wakefield. This collaboration highlights a strategic partnership aimed at stabilising the Town Council and ensuring it regains the trust of the community it serves.

Acknowledging that the Council has not functioned at its required capacity in recent years, Cllr Martin Brookes emphasised that the leadership is now taking decisive, structured steps to rectify these issues. Under the expert stewardship of the newly appointed Locum Clerk, Sam Haywood, the Council is adopting a "phased delivery" approach. Rather than shying away from the findings of a recent internal audit, the Council is utilising the document as both a roadmap for recovery and a public scorecard. By doing so, the leadership aims to ensure that progress is reported transparently to both the Council and the community, turning historical shortcomings into a catalyst for institutional improvement.

The immediate priorities under Sam Haywood’s guidance are focused on stabilising governance and ensuring strict adherence to financial and legal regulations. 

Among these urgent tasks is the reinstatement of formal consideration for planning applications a critical function that has been neglected for over two years. By restoring this process, the Council intends to ensure that Oakham’s voice is once again represented in local development decisions.

Looking toward the medium term, the strategy involves re-establishing effective committees, implementing a robust training programme for all councillors, and developing a strategic communications plan to keep residents better informed. 

Regarding existing commitments, such as the Victoria Hall project, the Council has made the strategic decision to pause progress at its last meeting. Cllr Martin Brookes explained that this measure is necessary to ensure that future developments are rooted in absolute fiscal responsibility and sound governance, rather than rushing into the project before the foundations are secure.

While Cllr Martin Brookes remains candid about the substantial scale of the challenges facing the Council, his outlook remains firmly optimistic. By leveraging the expertise of the Locum Clerk and the continued support of Rutland County Council, the Town Council is moving toward a future defined by professional discipline. Through this renewed commitment to transparency and accountability, the leadership is confident that they will successfully rebuild the reputation of the Council and prove that they are, once again, working effectively and professionally for the people of Oakham.

The grounds of the Oakham Castle provided a poignant setting today as the community gathered to mark the official start of Armed Forces Week. The event, organised by Rutland County Council, centered on the ceremonial raising of the Armed Forces flag, a powerful symbol of the counties commitment to supporting those who serve and have served in the military.

The ceremony brought together local dignitaries, residents, and veterans to pay tribute to the dedication and sacrifice of the men and women of the Armed Forces. The sight of the flag being hoisted served as a reminder of the vital connection between the military community and the civilian population of Rutland.

Oakham Mayor, Cllr Martin Brookes, who attended the ceremony to represent the town, expressed his pride in the turnout and the community spirit on display.

From Rural Road to Police Custody, The Reality of Drink Driving in Rutland



A quiet shift for local law enforcement can often turn in an instant, shifting from routine patrolling to high-stakes intervention. This was the case recently for PCSO Lauren of the Rutland Police, whose evening took an unexpected turn when a report of a suspected drink driver led to a pursuit across the countryside.

Four hours into her shift, just as the evening seemed to be progressing with unusual calm, the report came in a vehicle had been driven off the road and left abandoned in a field near Glaston. It appears the driver, having realised that agricultural land does not offer the same utility as a  road, chose to flee the scene on foot rather than face the consequences of their actions.

What ensued was an energetic foot chase through the rural terrain, which PCSO Lauren humorously described as an "unscheduled fitness session." Despite the suspect's attempt to evade capture by disappearing into the countryside, the officer managed to close the distance and apprehend him. Shortly thereafter, PC 4104 arrived on the scene to provide backup and secure the situation.

The individual was promptly arrested on suspicion of drink driving and transported to custody. While the night began with an off-road excursion through a field, it concluded in a police station cell a stark, unadorned environment that stands in sharp contrast to the landscape the driver had just attempted to navigate.

This incident serves as a sobering reminder of the dangers posed by those who choose to get behind the wheel while under the influence. Beyond the legal ramifications, such as the potential for criminal charges, driving bans, and significant fines, the act of drink driving places innocent members of the public at extreme risk.

For PCSO Lauren, the arrest was merely one chapter of her shift. She remained on duty throughout the night, continuing her patrols across the county to ensure the safety and security of Rutland’s residents. Her presence serves as a testament to the ongoing efforts of the Leicestershire Police to deter reckless behavior on our roads and maintain order within the community. Rutland County Council is marking a significant milestone this week: the first anniversary of the Callconnect demand-responsive bus service. Coinciding with the national Better Transport Week a campaign dedicated to highlighting the power of accessible, sustainable transport—the service has cemented its role as a vital lifeline for residents across the county.

In its inaugural year, Callconnect has successfully carried over 19,300 passengers, proving that flexible, modern transport solutions are essential for rural connectivity.

For many residents living outside the reach of traditional bus routes, accessing employment, education, healthcare, and social opportunities can be a significant hurdle. Callconnect was launched to dismantle these barriers, offering a responsive alternative that adapts to the needs of the community rather than forcing passengers to adhere to rigid, pre-set timetables.

By allowing passengers to book their travel via a user-friendly app or a dedicated telephone booking team, Callconnect ensures that public transport remains an inclusive and viable option for everyone, regardless of where they live in Rutland.

Better Transport Week focuses on how improved connectivity enhances quality of life and supports local economies. Rutland County Council’s initiative perfectly aligns with these goals.

Councillor Oliver Hemsley, Portfolio Holder for Environment and Transport, emphasised the service's impact:

"Better Transport Week is about celebrating the positive impact that transport can have on people's lives, and Callconnect is a fantastic example of that in action here in Rutland... For many people, particularly those living in rural communities, having access to reliable transport can make a real difference to their independence and wellbeing."

To celebrate this successful first year and to continue supporting local residents, Rutland County Council has announced an exciting development: free travel on Callconnect has been extended for another year.

Passengers will be able to continue using the service at no cost until March 2027. This extension is intended to encourage more residents to experience the convenience of demand-responsive transport and to further the council’s commitment to improving connectivity and reducing travel inequality across the county.
