A council can not pay any expenditure that has not previously been approved by
full council.

I has never been formally made aware or made any decission to pay the pay Oakham
Town Partnership £31,000 for the employment of a town centre.

During the discussion of the agenda item I raised the matter of Oakham Mayor Cllr
Adam Lowe having copies of the Oakham Town Partnership minutes.

The agenda item report states there are no minutes.

Cllr Lowe before the meeting emailed all members to say he does have copies
of minutes which include his name and other Councillors he is not willing to name.
At the meeting I attempted to find out those names to find out who had acted unlawfully
by acting on behalf of the council with out its knowledge.. Cllr Lowe was not to keen
to answer my question and rather oddly said my name is included in the minutes?
Was Cllr Lowe suggesting I was responsible? His manner at that point of the meeting
could lead people to believe he was.

Cllr Lucas was permitted to make a statement for the benefit of the blogger, I think she means
me.

The agenda does not include a spot for Councillors to make statements at meetings.
The Chairman Adam Lowe permitted this.

Cllr Lucas appears to have a medical condition effecting her eyes and is concerned I and
others might think she is not fir to drive.

Cllr Lucas gave her statement with eyes streaming and tissue catching what ever was
flooding from her eyes.

I find her statement just another attack against me, her personal medical condition and what
she fears other including me might say about it, is not council business and it is my opinion
that the Chairman should not have permitted the statement.

Later in the meeting the Chairman permitted Cllr Michael Haley to give a prepared statement
attacking me which he has requested should be minuted so it can be placed in the public domain.
I pointed out the item was exempt so the minute would be exempt The Chairman then decided
the whole agenda item was not longer an exempt item.

The last meeting did seem as if everyone was on the attack.

A member of the public was present and at public deputations she was permitted to speak
outside the rules  For the short time she was sat in the chamber she felt also felt the need to
express her feelings stating "I am shocked by the animosity of this council" she was also permitted to
ask a question of the council.

Oakham Town Council only permit deputations from members of the public if it is about
an agenda item.

Members of the public are not permitted to ask questions about the councils work
or speak about or raise any concerns they may have.

I will be righting to the Clerk to suggest the council considers changing this policy
many other parish councils have a open democracy point in their meeting.
If we are not listening to the residents how can we be representing them?

The renowned Kings Cliffe players are presenting a new take on the traditional panto with Dracula the panto in the village hall.

DRacula then panto follows the adventures of Count Dracula as he arrives in England to search for his hoarded treasure and his encounter with the beautiful Buffy Van Helsing, would-be vampire slayer and daughter of Professor Morris and Dame Plasma Van Helsing.

The production is full of songs and laughter and is suitable for all ages with drinks and snacks available to all.

Performances start at 7.45pm on February 9,10,11 16,17 and 18th with a matinee on Saturday February 11th.

On Tuesday 14 February Leicestershire Police Constable Leim Ranson will appear before a gross misconduct hearing.
The officer will answer allegations that he breached the standards of professional behaviour in that:
  • Knowing or believing a report had been made regarding the manner of his driving, PC Ranson deliberately misled a more senior officer by claiming he was responding to an incident
  • Made a written statement which was misleading in respect of his explanation for the manner of his driving It has been determined that proceedings will be heard in public.
The hearing will take place at Leicestershire Police Headquarters, starting at 9.30am. It is anticipated that the hearing will conclude the next day.

Leicestershire Police SC Matthew Hartshorn Dismissed For Gross Misconduct

9th February 2017 Gross misconduct hearing outcome A Leicestershire Special Police Constable has been dismissed from the Force following a gross misconduct hearing. A public hearing for Matthew Hartshorn was held today (Thursday 9 February) regarding allegations that, between 14 April 2015 and 11 June 2016, he completed and submitted expense claims for mileage (totalling £23.35) which he either knew were untrue or was not entitled to make.

The hearing chair determined he had breached professional standards of behaviour and he was dismissed from his role with Leicestershire Police with immediate effect.
